We express our strong dissatisfaction with the Azerbaijani decision.

In the course of aggression the Armenian nationalists committed terrible crimes of genocide against the Azerbaijani population.

Any Azerbaijani exploitation of that fact within international organizations will therefore result in Armenia's disengagement from the negotiation process.

According to the villagers, the settlement consisted entirely of refugees from Chailu in Mardakert Agdere District, now under Azerbaijani control.

The Press Service of the Defence Ministry of the Nagorno Karabakh Republic warns once again that any actions of the Azerbaijani party that threaten the security of the Nagorno Karabakh Republic and can lead to the destabilization of the situation in the Azerbaijani Karabakh conflict zone will be resolutely suppressed.

While the population of Nagorno Karabagh, after 70 years of unlawful subjugation to Azerbaijani rule, raised its voice in peaceful demonstrations for the legally and universally recognized right to self determination, thus choosing the democratic, constitutional and peaceful path to the exercise of its right, the response of the Azerbaijani authorities was pogroms and killings of Armenians.

However, their old homes, in areas which were formerly Armenian populated, are today under Azerbaijani control, and their homes have been appropriated by Azerbaijanis.

The Azerbaijani leadership, then and now, never expressed remorse over the ethnic cleansing and massacres of the Armenians of Azerbaijan or the Armenians of Karabagh.

In order to eliminate the damage inflicted by the aggression of Armenia against our country and develop its independent State, the Azerbaijani people needs peace.

The Azerbaijani proposal to re open the former transport corridors, made at the current session by the Minister for Foreign Affairs, should not be overlooked.

The servicemen in the Karabakh forces who were on duty noted the actions of the Azerbaijani intelligence diversionary group and took the necessary steps to neutralize it.

Given energy security concerns, any Azerbaijani conflict would also seriously affect Europe. Iran, too would be affected, since it is a frontline state with interests in the region.

We, along with many thousands of Azerbaijani refugees, have suffered similar tragedy ourselves, and still live in miserable and severe conditions in tents, coaches, underground caves and vaults.

These pre designed massive and merciless acts of massacre were perpetrated with the intention of totally annihilating the people living in that territory due to their Azerbaijani origins.

Deeply distressed over the plight of more than one million Azerbaijani displaced persons and refugees resulting from the Armenian aggression and magnitude and severity of this humanitarian problems

Stressing that pieces of Azerbaijani culture, archaeology and ethnography remained in the territories occupied by Armenia are part and parcel of this heritage, and hence must be protected

Strongly condemns the barbaric acts committed by the Armenian aggressor in the Republic of Azerbaijan aiming at the total annihilation of the Islamic heritage in the occupied Azerbaijani territories

Exaltation of impunity continues today when, after the vicious act in Budapest, where an Armenian officer was brutally murdered in his sleep through axing by a young Azerbaijani officer at a NATO Partnership for Peace training programme, so called committees for the support of the Azerbaijani military officer have been created in Azerbaijan and the perpetrator of a cowardly act is, right before our eyes, being transformed into a hero.

From 1988 to 1990, the deliberate manipulation of the Azerbaijani public led to the massacres of Armenians in three of the largest cities of Azerbaijan, Sumgait, Kirovabad (Ganja) and Baku.

Sustainable peace cannot be achieved without normalization of life and ensuring peaceful coexistence and cooperation of the Azerbaijani and Armenian communities of the Nagorno Karabakh region of the Republic of Azerbaijan.

This could not but raise concerns over the increase of aggressiveness in Azerbaijani society as a result of such encouragements, distortions and exaggerations, in short, effective hate propaganda by the top leadership.

As a direct consequence of these acts, over 2,000 Azerbaijani citizens have been killed and tens of thousands of people injured. Azerbaijan and its people have suffered huge material and moral damage.

c) The Destruction and Desecration of Islamic Historical and Cultural Relics and Shrines in the Occupied Azerbaijani Territories Resulting from the Aggression of the Republic of Armenia against the Republic of Azerbaijan

The Press Service of the Defence Ministry of the Nagorno Karabakh Republic appeals to the Azerbaijani side to strictly follow the ceasefire regime and not to threaten the peace and security in the region.

Appeals to the Member States and Islamic institutions to make available to the Government of Azerbaijan the much needed economic and humanitarian assistance with a view to alleviating the suffering of the Azerbaijani people.

The figures in the Secretary General's report in document A 60 305 no longer reflected the true situation, because under a new law Azerbaijan could give citizenship to 250,000 Azerbaijani refugees expelled from Armenia.

During the period of more than the last 100 years, a number of generations of the Armenian people have been brought up in a spirit of animosity and hatred against the Turkish and Azerbaijani peoples.

Mr. Iskandarov (Azerbaijan) said that Armenia was trying to hoodwink the Committee by presenting the violent separatist movement in the Azerbaijani region of Nagorny Karabakh as a minority trying to assert its right to self determination.

It has to call the aggressor by its proper name and render assistance in the withdrawal of Armenia from the occupied Azerbaijani territories and the return of the refugees and internally displaced persons to their homes.

The lack of any immediate prospect of refugees and displaced persons returning and the ongoing occupation of Azerbaijani territories had led to donor fatigue, forced a number of international humanitarian organizations to leave and ended the emergency phase.

To achieve this we have everything Under these circumstances we cannot react positively to those calling us to compromise , he stated in an effort to justify continued Azerbaijani efforts to abort the Minsk process (source Zerkalo, 23 July 2004).

Occupation of part of Azerbaijani territory by Armenia in 1993 had led the United Nations Security Council to address the problem and pass four historic resolutions reaffirming respect for the sovereignty and territorial integrity of the Republic of Azerbaijan.

The occupation of Shusha was one phase of the military aggression conducted with the aim of tearing the region of Nagorno Karabakh from Azerbaijan and annexing it to Armenia and driving the indigenous Azerbaijani population out of their homes.

Armenia's refusal of Azerbaijani rescue teams to help after its earthquake was not a positive sign, since democratization and stability in the southern Caucasus would only be possible once all the States in the region were willing to cooperate.

In this regard, the Azerbaijani side supports calls of the international community vis à vis setting up direct contacts between the communities and carrying out comprehensive confidence building measures with a view to overcoming hostility and achieving stability and mutual understanding.

The Co chairs met in Baku and the head of the FFM met in Baku on 28 January for detailed briefings form Azerbaijani officials and received briefing materials and video clips which are attached in annex 2 of this report.

The result of the fact finding mission should have put Azerbaijani concerns to rest and convinced Azerbaijan of the necessity of making a genuine effort to negotiate a lasting solution to the Nagorny Karabakh conflict, within the OSCE Minsk Group.

In the first years of the conflict, the tragedy and terrorism committed by Armenians against the Azerbaijani population of Karabakh in the villages of Kerkijahan, Mesheli, Koushjular, Karadaghly and Aghdaban, and finally the Khodjaly genocide, are the historical stigma of the suffering and miserable Armenians.

The FFM estimated a population of 800 to 1,000 persons in the area, who mostly come from that part of the Mardakert Agdere region which is under Azerbaijani control some also come from NK, including for winter only cattle grazing, and a lesser number comes from Armenia.

During the occupation of the Azerbaijani populated villages of Imarat Garvand, Tugh, Salakatin, Akhullu, Khojavand, Jamilli, Nabilar, Meshali, Hasanabad, Karkijahan, Gaybaly, Malibayli, Yukhari and Ashaghi Gushchular, and Garadaghly in Nagorno Karabakh, part of the people from these settlements were ruthlessly killed according to the pre designed plan.

From 1905 to 1907 and from 1918 to 1920, in Iravan, Daralayaz and Zangazur (nowadays in the territory of the modern Republic of Armenia), Tiflis, Nakhchivan, Baku, Ganja, Karabakh, Shamakhy, Guba, Mughan, Lenkaran and other places of Azerbaijan, the civilian Azerbaijani people were subjected to genocide.
