The leaders of the Azerbaijani Republic did not conduct a proper and timely assessment of the anti Azerbaijani propaganda waged by Armenians taking advantage of the opportunities afforded to them by the Soviet regime.

The policy of genocide became an integral part of the occupation of Azerbaijani lands.

Such propaganda also has an impact on the psychology of the Azerbaijani people, arousing unhealthy passions and unfounded hopes, and this in turn prevents the Azerbaijani leadership from pursuing flexible approaches in the negotiating process.

The national tragedy of the divided Azerbaijani people was continued with the occupation of its lands.

However, the demise of the Azerbaijani Democratic Republic meant that this work could not be completed.

The Azerbaijani Republic, heeding the behest of history, perceives the need to give a political assessment of such acts of genocide and to bring the decisions that the Azerbaijani Democratic Republic did not manage to implement fully to their logical conclusion.

In the course of aggression the Armenian nationalists committed terrible crimes of genocide against the Azerbaijani population.

According to testimonies of persons released from captivity, around 783 Azerbaijani citizens remain in captivity in Armenia.

In 1919 and 1920, the Azerbaijani Democratic Republic observed 31 March as a national day of mourning.

Any Azerbaijani exploitation of that fact within international organizations will therefore result in Armenia's disengagement from the negotiation process.

According to the figures available as of 1 June 2004, 4,866 Azerbaijani missing persons were registered in the country.

The Azerbaijani leadership, then and now, never expressed remorse over the ethnic cleansing and massacres of the Armenians of Azerbaijan or the Armenians of Karabagh.

In order to eliminate the damage inflicted by the aggression of Armenia against our country and develop its independent State, the Azerbaijani people needs peace.

The Azerbaijani proposal to re open the former transport corridors, made at the current session by the Minister for Foreign Affairs, should not be overlooked.

The Government noted that the Azerbaijani side had ensured the return of all Armenian prisoners of war to Armenia before the adoption of resolution 2002 60.

The dismemberment of the Azerbaijani people and the division of our historical lands began with the treaties of Gyulistan and Turkmanchai, signed in 1813 and 1828.
