Having concluded its consideration of communication No. 1076 2002, submitted to the Human Rights Committee on behalf of Riitta Liisa Kasper and Illka Olavi Sopanen, under the Optional Protocol to the International Covenant on Civil and Political Rights,

Mr. Wyzner (Poland) In my capacity as representative of Minister Bronislaw Geremek, the Chairman in Office of the Organization for Security and Cooperation in Europe (OSCE), I have the honour to introduce draft resolution A 53 L.60, entitled Cooperation between the United Nations and the Organization for Security and Cooperation in Europe , on behalf of the 44 sponsors listed in the document and Tajikistan, which has joined the original list.

Kazakhstan welcomes the efforts of the OSCE in that direction. Despite the existing differences as to approach, we are convinced that the Charter on European Security is a document which covers practically all the key aspects of security in Europe. On the whole, our response to the list of components of the Charter presented by the Chairman in Office of the OSCE, the Minister for Foreign Affairs of Poland, Mr. Bronislaw Geremek, is positive.
