Latvia has partially followed the Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories (1994).

It is recognized in the Intergovernmental Panel on Climate Change (IPCC) Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories that the current practice on land use, land use change and forestry does not in every situation request annual data collection for the purpose of preparing annual inventories based on a sound scientific basis.

19. In providing information on sequestration and emissions of carbon in the land use change and forestry sector, as well as in agricultural soils, Parties should provide the information in the worksheets provided in the IPCC Guidelines for National Inventories, or equivalent documentation.
