The DPRK will not tolerate these developments.

It is only the issue which belongs to the DPRK.

As for the technical cooperation for DPRK in the area of human rights, the DPRK attaches importance to such cooperation and is always prepared to make every effort for its realization.

Before concluding, I would like to draw your attention to the DPRK issue.

Now the Government and people of the DPRK feared even talking with Japan.

Croatia regrets the notification by the DPRK of its withdrawal from the NPT.

Japan firmly beliefs that the DPRK nuclear issue should be solved peacefully through dialogue.

If this move continues, the DPRK will respond in a really more befitting manner.

Throughout history, between Japan and the DPRK and Korea, we know Japan very well.

From the beginning of this year to the present, the DPRK and the ROK broke the ice and opened the dialogue, and the DPRK ROK and the DPRK US leaders held meetings. The general trend of the easing of the peninsula has been continued, and the dialogue s principle of solving the peninsula issue has also been adhered to.

No child in the DPRK seems to have a great distance to travel to reach a school.

The DPRK has a longstanding State policy of collectively supporting children's care, upbringing, education and overall socialization.

I present my compliments to you and have the honour to state the position of the Democratic People's Republic of Korea (DPRK) regarding the technical cooperation for DPRK in the area of human rights, as contained in document E CN.4 2005 32.

Mr. MINE (Japan) The representative of the DPRK has touched upon matters which are related to my country.

Japan urges the DPRK to take sincere measures based on the Pyongyang Declaration towards resolving these various issues.

The DPRK has already repeatedly stated its resolute rejection of the resolution and still remains invariable in its position.

WFP and UNICEF undertook a joint national nutrition survey in DPRK and collaborated on nutrition surveys in Chad and Darfur.

Japan urges the DPRK to agree to the resumption of the six party talks at an early date, without preconditions.

The Government of the DPRK stated this very clearly in the statement of its Foreign Ministry on 10 February 2005.

Many issues otherwise considered as sensitive by the DPRK Government (e.g. informal economy, household expenditure and the deteriorating food security situation) were discussed.

The international community should further call on the DPRK to ensure the complete disarmament of all of its nuclear programmes, under credible international verification.

The Committee notes that the State party has invoked the need to protect national security and its democratic order against the threat posed by the DPRK.

While the countries concerned were making diplomatic efforts to achieve a peaceful resolution to the nuclear issue through the six party talks, the Ministry of Foreign Affairs of the DPRK issued a statement on 10 February 2005 announcing that the DPRK would suspend its participation in the six party talks for an indefinite period, and that it had manufactured nuclear weapons.

The DPRK rejects and does not even recognize the resolution itself since it runs counter to the genuine promotion and protection of human rights in actual fact.

About our participation in the six party talks, it seems the DPRK is trying to link Japan's participation in the six party talks to a certain different issue.

Boasting universal literacy and 100 per cent official enrolment, the DPRK has successfully established an extensive primary and secondary school system as well as institutions for higher learning.

The DPRK will remain a party to the Treaty on the Non Proliferation of Nuclear Weapons (NPT) and will allow implementation of its safeguards agreement under the Treaty.

For this reason, the technical cooperation for DPRK in the area of human rights would be inconceivable unless this fundamental obstacle to its realization is removed once and for all.

Given its insincerity vis à vis the case which we are discussing bilaterally and multilaterally, Japan does not consider the DPRK in a position to comment on our participation in the talks.

Moreover, his conviction amounted to discrimination on the ground of political opinion, in violation of article 26, given that Hanchongnyeon had never carried out any activities that would have directly benefited the DPRK.

Second point concerning the Pyongyang Declaration between Japan and the DPRK, it was a very good declaration, but it is not yet being implemented, due to the betrayal move by the Japanese Government.
