(a) Designate as soon as possible the ports to which vessels caught in flagrante delicto of transporting migrants can be diverted

According to Cambodian law, no arrest can be made by the police without a court order except in cases of flagrante delicto or in the presence of compelling evidence.

Spouses are only partially equal in cases of adultery, since a husband s murder of a wife caught in flagrante delicto of adultery in the conjugal home is considered pardonable.

They are not subject to a binding mandate or to a parliamentary question procedure they are not responsible to any authority or jurisdictional body for the opinions they express and the votes they cast in the exercise of their functions they may not be tried or arrested without prior authorization by Congress or the Standing Commission, except in flagrante delicto.

(c) The communication alleges a series of procedural irregularities, such as arrest without a warrant in a case not involving flagrante delicto arbitrary detention incommunicado denial of real access to a lawyer, since the lawyer only made a token appearance when she was questioned and trial by a faceless court which failed to ensure the necessary guarantees of independence and impartiality.
