Joint Kazakh Russian communiqué on the State visit of the President of the Russian Federation to Kazakhstan

President B. N. Yeltsin of the Russian Federation and President Nazarbaev, having discussed in detail topical issues of Russian Kazakh cooperation and international problems, make the following statement.

The Central Electoral Commission of Kazakhstan keeps Kazakh citizens and public opinion well informed about the electoral process, deadlines for nominating and registering candidates, and other election related issues.

3. The Presidents accord the highest significance to expanding mutually beneficial Russian Kazakh cooperation aimed at integrating trade, the economy, investment and science and technology, in both bilateral and multilateral forms.

Ethnic Russians residing in the multinational Republic of Kazakhstan and ethnic Kazaks residing in the multinational Russian Federation have been, are and will continue to be integral elements of Russian and Kazakh society.

This programme sets forth in detail the road to the future prosperity, security and ever growing welfare of the entire Kazakh people. It is the road we are following, today and every day.

A number of gender related subjects_Gender, Anthology of Gender Research, and Sociology of Gender_have been taught since 2002 at the Kazakh State Women's Pedagogical Institute and other of the Republic's institutions of higher education.

Foreign nationals or stateless persons of Kazakh ethnicity permanently residing outside of the Republic of Kazakhstan at the time of its independence and arriving in the Republic of Kazakhstan with the aim of residing there permanently.

The decision to use them should have been made earlier to allow more training, but most voters experienced no problems. Equally important, no newspapers were closed, stories suppressed, or journalists harassed, as occurred in earlier Kazakh elections.

The Kazakh project and the successful experience of reprocessing highly enriched uranium into low grade uranium may become a successful example and a basis for the development of similar projects and programmes in other regions and countries.

We have the honour to transmit the text of a joint Kazakh Russian communiqué on the State visit of the President of the Russian Federation, Mr. Boris Yeltsin, to Kazakhstan on 12 and 13 October 1998 (see annex).

The Presidents expressed their support for the further intensification of Kazakh Russian cooperation in the humanitarian field, including constructive interaction to guarantee the rights of citizens and subjects of the parties residing in the territory of the other party.

They stressed that the Kazakh Russian Declaration on Eternal Friendship and Alliance in the Twenty first Century, signed by the Presidents in Moscow on 6 July 1998, was of fundamental importance in bringing about a qualitative change in their bilateral relations.

We have the honour to transmit herewith the text of the joint Kazakh Georgian communiqué on the visit of the Prime Minister of the Republic of Kazakhstan, Mr. Nurlan Balgimbaev, to Tbilisi on 21 and 22 October 1998 (see annex).

In that regard, we appreciate the offer by the Commonwealth of Independent States and the efforts of the Kazakh Government to prepare that meeting, which seek to develop the relations between the CTC and international and regional organizations and hence to strengthen global counter terrorism efforts.

In particular, it is concerned about the reported closure of minority cultural institutions and of numerous schools teaching in minority languages, in particular Uzbek, Russian, Kazakh and Armenian languages, and the reduced possibilities for the use of minority languages in the media (arts. 2 and 5).

They make and will continue to make a valuable contribution to the development of the two States along the path of independence, democracy and prosperity, and are one of the factors that bring the two countries together and ensure the strategic durability of Russian Kazakh relations.

Under the road development programme for the period 2006 2012, there will be construction of the Tashkent Shymkent Taraz Almaty Korgaz corridor the Kazakh sections of the Almaty Karaganda Astana Petropavlovsk and Astrakhan Atyrau Aktau Turkmenistan corridors and the section of the Shymkent Kyzylorda Aktobe Uralsk Samara and Omsk Pavlodar Semipalatinsk Maikapchagai corridors.

In his statement, the head of the Kazakh delegation expressed Kazakhstan s commitment to fundamental democratic values and to the development of a genuine civil society in Kazakhstan. It is precisely this strategic goal which underlies the preparations for the forthcoming presidential elections, the first national elections to involve a choice of candidates.

The Kazakh fuel bank has very wide and high level international backing, helped by the country s credentials. A former nuclear test site state, Kazakhstan willingly gave up the nuclear weapons on its territory when the opportunity arose with the dissolution of the Soviet Union, and it has been a strong and consistent advocate of nuclear arms control and disarmament ever since.

During their talks, Mr. Nazarbaev and Mr. Yeltsin thoroughly discussed topical issues and prospects for Kazakh Russian relations and held a comprehensive exchange of views on regional and international issues of mutual interest. The heads of State noted with satisfaction that the multifaceted cooperation between Kazakhstan and the Russian Federation, which is of priority importance to both countries, is progressing steadily and becoming increasingly more dynamic.

Noting the progressive development of bilateral relations between Georgia and Kazakhstan, the sides expressed their support for the broadening and deepening of such relations with a view to making full use of existing potential, particularly in the area of the economy, which was the domain of the Intergovernmental Georgian Kazakh Cooperation Commission. The sides agreed to hold a meeting of the Commission in Astana in March 1999.

Scheduled to commence operations in 2017, the Kazakh fuel bank will store up to 90 tons of LEU, sufficient to refuel three typical power producing light water reactors. While Kazakhstan will physically operate the bank, the uranium will be owned and controlled by the IAEA, and made available to non nuclear weapon states if, for any reason, they cannot secure the LEU they need from the commercial market.

We would also like to express our solidarity with the fraternal Kazakh people in its rehabilitation efforts and in the economic development of the Semipalatinsk region. We have become co sponsors of the draft resolution on that subject. At this difficult time, we share in the feelings of solidarity with the peoples of Guatemala, Honduras, Nicaragua and El Salvador, which have so courageously and resolutely withstood the consequences of hurricane Mitch.
