They are an enormous boon to low income consumers, partly compensating for the tepid wage growth that many of them have suffered during the past two decades. And I don t agree with friends of mine who turn their noses down at Wal Mart stores, and claim never to have visited one.

Likewise, India s recent decision to allow large foreign retailers like Wal Mart to enter the market reflects an encouraging change of attitude that is important beyond the specifics of the particular firms that will now come to India. And legislation will soon create the opportunity for expanded foreign ownership in the financial sector.

But if countries like China can combine Western technology with low wages, then trade with China will lower Western wages. True, the West will be able to get its goods more cheaply but, as Samuelson put it, being able to purchase groceries 20 cheaper at Wal Mart does not necessarily make up for the wage losses.

Rather than jumping out to the coasts 80 of all Americans live within 80 kilometers of the Pacific or Atlantic oceans Wal Marts have spread organically through an ever expanding supply chain. Even though each new store takes away business from Wal Mart stores established nearby, ever improving supply efficiencies help maintain the chain s overall growth.

By contrast, if China s private firms sell to Western multinationals, such as Wal Mart, Target, or Home Depot, they do not have to worry about getting paid. They can avoid all of the headaches that they would have encountered at home, because well established economic institutions and business practices in their export markets protect their interests and greatly reduce transaction costs.
