My delegation thanks Ambassador César Mayoral for his briefing on the activities of the Committee established pursuant to resolution 1267 (1999).

We congratulate Ambassador Mayoral on his first visit to selected countries, a visit in which my delegation played an active part.

We are convinced that, under the outstanding leadership of Ambassador César Mayoral, the Argentine team will discharge its responsibilities to the fullest.

The current Chairman, Ambassador H.E. Cesar Mayoral, has visited three States Germany, Turkey and Syria as well as the EU in Brussels (April May 2005).

Mr. Mayoral (Argentina) (spoke in Spanish) My delegation was very constructive throughout the entire negotiating process on the establishment of the Commission, which we have just approved.

Mr. Mayoral (Argentina), speaking on behalf of the Rio Group, said that political and development strategies should focus on youth, family, the elderly and persons living with disabilities.

Mr. Mayoral (Argentina) (spoke in Spanish) I would first of all like to congratulate you publicly, Madam President, on your assumption of the presidency of the Security Council.

We agree with Ambassador Mayoral that briefings for Member States and other institutions by the Committee are extremely useful, and we would like more such briefings to be organized.

However, appointments to mayoral posts in several important cities, including Lubumbashi, Bukavu, Tshikapa and Likasi, have yet to be made due to lack of consensus within the Transitional Government.

Mr. Mayoral (spoke in Spanish) This is the briefing that it is my duty to present every 120 days in conformity with paragraph 12 of Security Council resolution 1526 (2004).

As Ambassador Mayoral said, we are no doubt faced with a threat from Al Qaida that is radically different from the threat posed when this sanctions regime was first imposed.

Mr. Mayoral (Argentina) (spoke in Spanish) It is an honour for my delegation to participate once again in an open Security Council debate on the subject of women in conflict situations.

I now give the floor to Ambassador César Mayoral, Chairman of the Security Council Committee established pursuant to resolution 1267 (1999) concerning Al Qaida and the Taliban and associated individuals and entities.

Ambassador Mayoral has worked relentlessly to raise the awareness of Member States concerning the changes in the modus operandi of Al Qaida networks and to address some of the concerns of Member States.

Mr. Mayoral (Argentina) (spoke in Spanish) I wish to explain the votes cast by the delegations of Brazil and Argentina on resolution 60 40 on the Syrian Golan, just adopted by the General Assembly.

Mr. Mayoral (Argentina) (spoke in Spanish) First and foremost, Mr. Chairman, I would like to echo the condolences you addressed to the people and the Government of Indonesia with respect to this weekend's attacks.

Turning to the work of the 1267 Committee, we appreciate the visits Ambassador Mayoral has undertaken in his capacity as Chair of the Al Qaida and Taliban sanctions Committee established pursuant to resolution 1267 (1999).

Mr. Mayoral (Argentina) (spoke in Spanish) At the outset, Mr. President, my delegation congratulates you on having convened this debate on the role of civil society in conflict prevention and the pacific settlement of disputes.

The three Chairmen, César Mayoral, Ellen Margrethe Løj and Mihnea Ioan Motoc, spoke about the recent work carried out by the Committees and also commented on the progress made, the experience gained and the challenges remaining.

I should like also to express my gratitude to Ambassador César Mayoral, Ambassador Ellen Løj and Ambassador Mihnea Motoc for their substantive briefings and in general for their tireless efforts at the head of their respective committees.

Mr. Mayoral (Argentina) (spoke in Spanish) Allow me at the outset to thank you, Sir, for your delegation's initiative of convening this open debate on such a complex and important issue as that of post conflict peacebuilding.

She has also served as a leader of the Saenuri Party (formerly known as the Grand National Party). In 2006, an assailant slashed her face as she was campaigning on behalf of the GNP s candidate in Seoul s mayoral election.

Mr. Mayoral (Argentina) (spoke in Spanish) Permit me at the outset, Mr. President, to express my appreciation for your country's interest in holding this open debate on the issue of small arms, which affect the daily lives of millions of persons.

Mr. Baali (Algeria) (spoke in French) For the second time, Ambassadors Mayoral, Løj and Motoc have addressed the Security Council at the same meeting, to report to it on their activities and efforts as the heads of their respective Committees.

Mr. Mayoral (Argentina) (spoke in Spanish) At the outset, Mr. President, I should like to thank you for convening today's open debate to discuss this important item at the request of the countries members of the League of Arab States.

I also take this opportunity to welcome the other ministers who are present here at this debate and to express my utmost appreciation to Ambassador César Mayoral of Argentina for the skill with which he discharged his duties as President of the Council for January.

Mr. Mayoral (Argentina) (spoke in Spanish) First of all, I should like to express our solidarity and our condolences to the people and the Government of Bangladesh and to the families of the soldiers who died recently in the Democratic Republic of the Congo.

The Syrian delegation believes that the successful visit to several Member States by Mr. Cesar Mayoral, Chairman of the 1267 Committee, and members of the Committee last May represents an important effort to strengthen international cooperation and understanding in the area of counter terrorism.

So Moscow s mayoral election is a moment of truth for Navalny, the business leaders investing in his campaign, all Muscovites, and perhaps Russia as a whole. As in the time of the Decembrists, anyone in Russia can suffer from overweening government power, regardless of political belief.
