Mr. PADILLA MENENDEZ (Observer for Guatemala), referring to Guatemala's Integrated Programme, said that the National Metrology Centre of Guatemala (CENAME) was already in its final phase of construction, and was expected to be inaugurated during the second half of 2005.

UNIDO's interventions will, therefore, aim at the modernization improvement of priority industrial sectors (textile, food, leather) through upgrading programmes and at strengthening the capabilities of local institutions to facilitate competitive trade expansion (establishment of export consortia, quality, metrology, standards and certification services).

Programmes such as the establishment enhancement of a standards, metrology and certification infrastructure, supply chain management, information networking, enhancing capacity of investment related institutions, regulatory frameworks for investment promotion and technology development and transfer will be the focus area for these countries.

To this end, the Programme will focus on three broad categories of interventions capacity building in standards, metrology, testing and accreditation to overcome WTO constraints such as TBT SPS enhancing the competitiveness of Gulf enterprises through quality and productivity improvements, and supporting the development of mechanisms to assist them in accessing global subcontracting and supply chains and networks and investment and technology promotion.

To this end the Act of 6 August 1982 commissioned the National Institute for Standards and Industrial Property (INNORPI), created by the Act of 6 August 1992 and organized by Decree No. 82 724 of 4 August 1983 establishing the administrative and financial arrangements for INNORPI, to take all necessary action concerning standardization, the quality of goods and services, metrology and protection of industrial property.

The cleaning up of the lands affected by the Chernobyl accident, and the commercial effect of the products which have been cultivated, involve a combination of humanitarian, economic and commercial interests. Another example of active cooperation with the IAEA is the project to modernize and enhance the quality of radioactive metrology and standardization, in the course of which we plan to establish a system of accreditation and certification, as well as secondary standards.
