The decree brought all Afghan military forces, mujahideen and other armed groups under the control of the Ministry of Defence.

Starting in 1979, the CIA mobilized, recruited, trained, and armed Sunni young men to fight the Soviet Union in Afghanistan. The CIA recruited widely from Muslim populations (including in Europe) to form the Mujahideen, a multinational Sunni fighting force mobilized to oust the Soviet infidel from Afghanistan.

I recently watched the film Charlie Wilson s War, which relates how the United States came to arm the Mujahideen fighting the Soviets in Afghanistan. At the end of the film, as America s erstwhile clients turn into the Taliban, Wilson, the American politician who got them the money, is quoted as saying We won a great victory, but fouled up the end game.
