In terms of execution modality, 54 per cent or 170 million of UNFPA projects and programmes were self executed in 2004 hence, direct execution was the modality of choice.

78. The experience of applying the programme approach shows that recipient Governments are generally committed to this modality.

Clearly, the current funding modality for core resources is not generating the contributions required to meet the established programme targets and new requirements arising from the recent cycle of United Nations conferences. Any new modality must, obviously, command wide political support, for the decision to contribute is clearly a political choice, which may be affected more by political considerations than the technical features of a funding modality.
