The Review Conference urged the Conference on Disarmament to agree on a programme of work which would include the immediate commencement of negotiations on such a treaty with a view to their conclusion within five years.

We believe that the task of finding an agreement on a programme of work belongs to the members of the Conference on Disarmament themselves, and that progress depends on the political will of member countries.

I recognize that the topic of donor obligations is controversial and not one that has any easy answers.
