E. Waste disposal and waste management

Illegal trade in hazardous waste continues to occur in violation of the 1989 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.

The Convention also developed criteria for environmentally sound management of wastes, which require members to take practical steps to minimize the generation of hazardous waste by controlling the storage, transport, treatment, reuse, recycling, recovery and final disposal of the waste.

UNITAR had signed a cooperation agreement with the secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.

Solid waste disposal on land

The Trust Fund to Assist Developing Countries and Other Countries in Need of Technical Assistance (Technical Cooperation Trust Fund) is a voluntary mechanism established under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.

Decree No. 875, 19 July 1993, ratifies the text of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.

The aim of the 1989 Basel Convention is to protect human health and the environment against the adverse effects that may result from the generation and management of hazardous wastes and other wastes.

Today, in many countries, there is a lack of appropriate management of waste, from the source where the waste is produced through to its final disposal or processing.

Parties are obliged to develop strategies to identify, manage, and dispose of POPs wastes.

There are regulations governing the collection and disposal of infectious wastes.

Urban environmental policies are implemented within the framework of the national plans for the rehabilitation of polluted land, and the treatment of waste water and dangerous wastes.

The first step in good waste management must begin with preventing waste from being generated what is never produced does not have to be disposed of and cannot become marine litter.

Poor and deteriorated waste disposal infrastructure also threatens environmental health.

Wastewater handling

Annex III to the Madrid Protocol provides guidelines for waste disposal and waste management by parties.

This note is being presented to the Open ended Working Group of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal at its fourth session, under agenda item 8.

While the disposal of low level waste and intermediate level waste may be considered a mature practice, the disposal of high level waste remains a major source of concern.

The no special fee system is defined as a charging system where the cost of reception, handling and disposal of ship generated wastes originating from the normal operation of the ship is included in the harbour fee or otherwise charged to the ship irrespective of whether wastes are delivered.

The Conference of the Parties, concerned about the effects that such abandonment might have on human health and the environment, invited Parties to provide information on the issue to the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal and directed the Secretariat to compile that information for presentation to the Open ended Working Group.

What measures will be taken in strengthening the disposal and oversight of hazardous wastes

Domestic wastes are commonly disposed of in landfills and by open burning, with very few domestic waste incinerators being used in the region.

In addition, there are outright bans on the export of these wastes if the exporting state has reason to believe the wastes in question will not be disposed of in an environmentally sound manner. Transboundary movements can take place, however, if the state of export does not have the capability to manage or dispose of the hazardous waste in an environmentally sound manner.

It also noted that references would be made to the cross cutting chapters on waste management and waste disposal techniques.

Regulations should also ensure that appropriate controls exist to minimize any risk of pollution of the various environmental media or harm to human health from the disposal of waste in landfills.

Each shipment of hazardous waste or other waste must be accompanied by a movement document from the point at which a transboundary movement begins to the point of disposal.

At its seventh meeting, the Conference of Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal adopted decision VII 40 on sustainable financing.
