In the presentations made by the organizations, the Commission noted that some of the volunteer organizations had extended the test to include not only the Professional and higher categories but also the General Service and related categories (including National Professional Officers) and to staff on appointments of limited duration.

The Country Management Team was formed by United Nations heads of organizations including UNDP, the Food and Agriculture Organization of the United Nations (FAO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), UNFPA, the Office of the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children apos s Fund (UNICEF), the World Food Programme (WFP), and the World Health Organization (WHO).

Some expert members of panels were selected from non governmental organizations.

Participants included representatives of States, national human rights institutions, intergovernmental organizations, non governmental organizations and invited experts and panellists.

These meetings were, on average, attended by 25 to 50 participants, representing Governments, intergovernmental, non governmental and other professional organizations as well as individual scholars and practitioners, all with a high level of expertise in the subject matters discussed.

Under a framework agreement reached in May 2004 between the European Commission and 10 United Nations entities, strategic partnership agreements have thus far been signed with the International Labour Organization (ILO), the World Health Organization (WHO), UNDP, the Food and Agriculture Organization of the United Nations (FAO) and the Office of the United Nations High Commissioner for Refugees (UNHCR).

UNIDO should consolidate its expertise in specialized niches where it had a comparative advantage.
