95. In the context of preparing the proposed 1998 1999 budget, departments were invited to include performance indicators comparing actual performance for 1994 1995, expected performance of 1996 1997 and proposed performance for 1998 1999.

Concurrently, Governments are developing better mechanisms for performance monitoring and performance management.

The new system (Documents Control and Performance Monitoring System (DCPMS)), has the functionality of DRITS as well as performance monitoring capabilities.

The improvements in monitoring and evaluation combined with the performance indicators contained in the biennial programme plan and the programme budget will provide the basis for objective reporting of performance both to Member States through the programme performance report and to the new Management Performance Board.

To facilitate the monitoring and assessment of operational projects and programmes as well as organizational performance, a performance indicators framework was developed.

The staff of the Registry is appointed by the Court in accordance with Article 21, paragraph 2, of its Statute.

If it is determined that, despite ongoing monitoring and feedback, the staff member is not able to meet the expectations set out in the plan, it is expected that a rating of partially meets performance expectations or does not meet performance expectations would be given.
