The following levels of vocational education have been established in the Latvian educational system primary vocational education secondary vocational education higher professional education.

Higher vocational education in the country is performed on the basis of general secondary, beginning vocational and secondary vocational education, and colleges of higher vocational schools and in State institutions of higher vocational education, including private institutions.

The Law On Vocational Education regulates primary vocational education, secondary vocational education and higher professional education of the first level, as well as the awarding of the respective professional qualifications.

A person is enrolled in programmes of secondary vocational education after the person has acquired general primary education or primary vocational education.

One may also receive an education in State education facilities within the framework of State education standards on a competitive basis, as well as free secondary vocational training, a higher vocational education, and postgraduate vocational training if the given level of education is being obtained for the first time.

In secondary vocational institutions (training schools, technical schools and colleges, and other educational institutions equivalent to them), citizens may obtain a specialty on the basis of general basic, general secondary and beginning vocational education.

Upper secondary education includes a baccalaureate level and technical vocational education.

All citizens of the country are guaranteed free general secondary and beginning vocational training, as well as, on a competitive basis (in the context of a State contractual award), secondary vocational training, higher education, and postgraduate education.

Graduates of these educational institutions receive a secondary vocational education.

Vocational training for graduates of special education institutions is based on a list of vocational training areas and specialties that correspond to those categories of students, and is performed in special schools or in conventional schools of the system of beginning vocational and secondary vocational education.

The person is enrolled in programmes of further vocational education that allow acquiring the third level of professional qualifications, after the person has acquired vocational education or secondary education.

In the academic year 2003 2004 there were 627 full time educational institutions providing general education, 38 educational institutions providing evening courses or distance learning, and 71 educational institutions providing vocational, higher vocational or specialised secondary education.

Beginning vocational education is made available to citizens in keeping with their interests, wishes and capabilities on the basis of basic and general secondary education provided in vocational lycées, vocational schools, special vocational schools and training complexes, centres and other educational institutions equivalent to them.

A person is enrolled in programmes of further vocational education that give a possibility of gaining the fourth level of professional qualifications and that are offered by colleges of higher education establishments, if the person has at least higher professional education of at least the first level.

Vocational education and training courses are in principle open to all students who have fulfilled the compulsory education obligation according to the Act on the Folkeskole.

326. Upper secondary education (for the age group 16 19), includes vocational education and is generally available and accessible to all.

In accordance with Regulations of the CM sports is included in the compulsory content of standards of state primary education, state general secondary education and vocational education at all levels.

Vocational education after a higher vocational institution makes it possible for citizens to enhance the level of their education on the basis of higher vocational education.

Higher education starts after the baccalaureate and comprises three levels higher technical, also known as associate vocational, the bachelor's degree and postgraduate.

Using those structures, one can receive a vocational education after having attended a higher vocational institution.

Recognizing that education contributed to the achievement of the Millennium Development Goals, Fiji had made primary education compulsory and was taking steps to make secondary, vocational and higher education accessible to all.

According to the Gender Equality Act, educational and research institutions and institutions engaged in the provision of education and training must ensure equal treatment of men and women in vocational guidance, acquisition of education, professional and vocational development and re training.

Vocational and higher education services were also transferred to within that framework.

In specialized education, the parity rate was inverted in favour of girls.
