The Providers argued that they offered the means to have Internet access but in no way regulated the content of the Internet or provided the means for the communication of musical works.

Restrictions on the provision of international connectivity (such as forcing ISPs to use the international gateway of the incumbent operator) have also been found to represent a heavy burden for ISPs.

Among the many determinants of the cost of Internet connectivity, the high costs that Internet service providers (ISPs) in developing countries often face for their access to global Internet backbone networks are a cause for concern.

Particular attention should be paid to ISP domestic interconnection.

Also, greater transparency concerning the prices applicable to Internet interconnection should be encouraged, particularly with regard to the dealings between large NSPs and ISPs from developing countries.

(d) The establishment of a fully fledged firewall to provide policy based access, control and management of internetworking. It integrates both firewall functions and a caching server to accelerate Internet access and Internet publishing.

While the existing network is still based on copper wire and analogue technology, access to the Internet is now available through several ISPs (Internet service providers).

In other words, ISPs from developing countries pay for the outgoing Internet traffic originated in their networks, as well as for the incoming traffic that is destined to them.

More recently, the Internet began to provide a platform for suppliers to gain direct access to customers and offered cost reductions through the disintermediation of travel agents and operators.

The Internet has been promoted as a network that could provide a means of joining the GII.

The Court held that the means necessary for access to the internet such as connection equipment, connectivity services and software, etc. were covered by the Copyright Act so long as the Internet provider acted as a conduit and was not involved in activities related to the content of communications.

Moreover, the Internet provided new opportunities for the expansion of trade in goods and services.

These ISPs provide services such as electronic mail, Internet access, on line publishing, access to various search engines, and electronic conferences.

In addition to internal United Nations e mail, Internet addresses have been provided to all those connected to the central Local Area Network (LAN) enabling full communication with anyone who is a participant in the Internet throughout the world.

Enabling ISPs in developing countries to make their own choices about the commercial modalities that are best suited to their connectivity needs would result in an acceleration of the deployment of the Internet in those countries. Some ISPs may prefer to buy transit services from regional or global networks.

Only some developing countries covered by the UNCTAD survey were able to provide information on businesses receiving orders over the Internet.

Finally, ISPs may benefit from capacity building efforts to help them better understand the full range of international connectivity options open to them.

Providing information on the Internet about destinations would be meaningless if Internet traffic could not be secured.

Besides these servers, many Trade Points (approximately 30) are connected to full Internet services (WWW, newsgroups, gopher, etc.) using their local Internet providers.

Finally, it may be useful to identify appropriate grievance redress procedures that developing country ISPs could use in response to potential anti competitive behaviour in the market for Internet backbone connectivity.

While in terms of the absolute number of Internet users developing countries already represent a very significant part of the global Internet, Internet penetration figures (i.e. users per 100 inhabitants) provide a different perspective into the relative access to the Internet.

Therefore, deprivation of liberty for Internet users in connection with their willingness to provide, disseminate or receive information from each other through the Internet aimed at preparing or carrying out terrorist plots may be, in principle, legitimate.
