The amendment by Armenia, as improved by Cuba, is to what I call the chapeau.

In 1918 Armenia had proclaimed its independence and asked the Government of Azerbaijan to yield land to enable it to establish its own State in solidarity, the Government of Azerbaijan had ceded territory on the understanding that in the future the two neighbouring countries would be linked and that Yerevan would become the capital of the current Armenian State.

That process now hinges on protocols for establishing diplomatic relations that have been signed by both governments but unratified by either parliament. Completing the process depends directly and indirectly on how Armenians and Azerbaijan work to resolve the Nagorno Karabakh conflict.

Ms. Davtyan (Armenia) said that the accession of her Government to the Convention on the Elimination of All Forms of Discrimination against Women in 1993 firmly placed gender issues on the national agenda.

In this respect, the references in article 11 of the Armenian Declaration of Independence to the Eastern Anatolia Region that is part of Turkey as Western Armenia and in article 13, paragraph 2, of the Constitution of Armenia to Mount Ağri that is situated in Turkey as a part of the coat of arms of Armenia, are not coherent with the basic principles enshrined in the Charter of the United Nations.

The unconstructive position of Armenia in the peace talks, its refusal to recognize the territorial integrity of Azerbaijan, its stationing of foreign military bases in its territory, its supplying its army with modern destructive weapons and its frequently breaking the ceasefire regime increase the danger of restoration of military operations.

Consequently, Armenia became a mono ethnic country, which was a long cherished dream of the Armenians.

In one case a family originated from Armenia and had come to Mindzhevan due to the difficult economic situation there.

The reaction by radicals and militarists in Armenia, however, had forced the Armenian President to resign and the new President had withdrawn the agreement, demonstrating that Armenia's territorial ambitions took precedence over the grievances of displaced Armenians and the disastrous situation of Armenians in the Nagorny Karabakh region of Azerbaijan.
