C. Project delivery estimates

Delivery project portfolio of services

Deliver projects on time and within budget.

The project delivery forecast for 2005 is 641.40 million.

The projects shared several delivery problems, as shown below.

There had been, however, particular difficulties in the delivery of outputs in four of the projects.

Therefore, audits of nationally executed projects will continue to be based on the disbursements reported in the combined delivery reports for those projects.

Two of the projects fell significantly short of delivering the expected outputs.

Under delivery in 2004, caused by various factors, has resulted in a significant carry over to 2005.

In addition UNEP will submit a quarterly project expenditure account showing expenditures incurred for each sub project.

The table below presents established delivery targets grouped by UNOPS business unit.

Project deliverables are monitored and reported frequently.

Approximately 48 per cent of UNOPS cash disbursements ( 180 million of 375 million project delivery 2004 most likely case) are made via its imprest accounts.

At its session in January 2004, the Executive Board approved a total project delivery budget of 485 million for UNOPS.

This indicated the inability of IMIS to match an item of receivable or payable with the transaction through which the payment was actually made.

Covers all substantive and administrative aspects of the project, focusing on the delivery of project outputs, their timeliness and relevance.

It is recognized that possible instability in post conflict transition countries where UNOPS has significant portfolios may affect delivery targets.

All shared concern that if the projects do not begin to deliver, the elections will be at risk.

Under this option, UNOPS will focus primarily on the delivery of results.

Furthermore, the actual project delivery of UNOPS for 2004, as at 14 April 2005, reflected an increase of 107 million over its January 2005 projection of 382 million.

The Board notes that, as at May 2005, the 2004 project budgets in Atlas for project delivery had been exceeded by 40.3 million.

A global training development and delivery project is under way with the aims of reviewing the situation in more depth over the next six months and developing a strategic approach.

After a project under construction is delivered for use, an enterprise shall perform the final accounts of the completed project within one year.

As of 30 November 2004, UNOPS estimates that total 2004 delivery will be 381.59 million.

Further cash advances for ongoing projects are being withheld pending submission of outstanding reports.

In fact, Table 1 shows that by the end of 2004 there was already a significant hard pipeline' for 2005.

Total project delivery for 2004 amounted to 495.22 million, with revenue totalling 45.27 million and expenditures 57.08 million.

Complete, accurate, timely and relevant project reports are critical in the client service delivery process.

47. The Board examined five projects to assess whether outputs had been delivered to time and within budget.

Objective 4 To ensure efficient delivery of office services.

The actual delivery of UNOPS for 2004, based on unaudited preliminary results, exceeded the budgeted delivery by 1 per cent ( 4 million). Actual expenditure exceeded budgeted expenditure by 0.5 per cent.

Planned delivery in 2005 is estimated to approximately average 61.4 per cent of total budgets (including hard pipeline').

UNOPS considers that the actual revenue of the Asia office (including revenue from services and not just project delivery) was only 0.8 million below budget, a shortfall of 17.6 per cent.

(16) As regards payable taxes, it is required to list item by item tax amount due and not paid at the end of the reporting period according to tax categories.

Planned revenue is higher in 2005 than 2004 levels for three reasons. First, during 2004, and particularly in the last quarter, UNOPS acquired a substantial portfolio of projects for delivery in 2005.
