It was noted that not only had discontinued outputs been indicated in the proposed programme budget (i.e., those that were non recurrent or had been completed, rationalized, consolidated or terminated by legislative authority), but that the status of delivery of outputs had also been reported in the biennial programme performance report, which is submitted to the General Assembly through the Committee.

For example, the overheads traced to an output should make apparent those overheads that would be saved were the output not to be produced.

It is noted that regulation 5.6 does not require the listing of only recurrent outputs that are to be discontinued, but that has been the practice in the past, since one might argue that non recurrent outputs, by definition, refer to those not to be continued into the next biennium.

The quality of outputs and their usefulness to users is to be assessed on a regular basis.
