On the Government of the Sudan side, the missions included representatives of the Ministry of Foreign Affairs, the Ministry of Humanitarian Affairs, the Ministry of Justice and the Humanitarian Affairs Commission.

The projections provide for the phased deployment of 10,130 military personnel, including 5,070 troops, a force protection component of 4,150, 750 military observers and 160 headquarters and staff officers.

As at 6 August 2005, the total strength of the UNMEE military component stood at 3,292, comprising 3,001 troops, 77 headquarters staff and 214 military observers (see annex).

As at 9 May 2005, the total strength of the UNMEE military component stood at 3,329, comprising 3,031 troops, 84 headquarters staff and 214 military observers (see annex II).

Planned deployment of military and police personnel

The first deployment of human rights officers from the Office of the United Nations High Commissioner for Human Rights (OHCHR) took place in August 2004.

Cooperation between the military and administrative components, including the assignment of military personnel to augment their civilian colleagues, has helped however, the logistical components are currently stretched to their limit.

As at 15 November, the strength of the military component stood at 841 all ranks, and the strength of the police component stood at 69 (see annex).

The Government has established a ministry of human rights specifically to give effect to the rights of Congolese citizens, but the ministry apparently lacks the resources it needs for this task.

The additional resource requirements were mainly with respect to the military and police personnel, the additional requirements for which resulted from the phased deployment of 750 additional infantry personnel, 50 additional staff officers, 150 additional civilian police and 1 additional formed police unit of 125 police personnel.

These staff shall form a part of the Secretariat.

The first deployment of human rights officers from the Office of the United Nations High Commissioner for Human Rights (OHCHR) took place in August 2004.

DPKO however, considers that, when appropriate, a small UNMO cell located in the G1 (personnel), G3 (operations) and or G4 (logistics) groups at Force Headquarters should deal with UNMO related matters, such as operational employment and administration including logistics.

Of the total expected deployment of 65 international human rights officers, there are currently 41 present.

The unspent balance was due mainly to the delayed deployment of staff officers, military observers and civilian police, resulting in a reduced need for pre deployment training.

(c) Establishment of an internal G to P examination

OIOS structured its analysis of MICA along two major activities (a) military support to humanitarian organizations and agencies (HOAs) and (b) CSPs executed by the military.

The Ministry of Women Development has identified the six partner ministries including the Ministry of Law, Justice and Human Rights, the Ministry of Labour, Manpower and Overseas Pakistanis, the Ministry of Education, the Ministry of Health for establishing Gender Sections to help implement GRAP and to include women's issues and concerns in all matters relating to the mandate of their ministries.

In order to be able to perform the proposed tasks, a deployment of 10,130 military personnel would be required, of whom 750 would be military observers and 160 staff officers, enabling the formation of units comprising up to 5,070 troops and a force protection component of 4,150.

Most of that reduction related to delays in the deployment schedules of military and civilian personnel.

OIOS noted the efforts by the Department of Peacekeeping Operations and the Office for the Coordination of Humanitarian Affairs to improve coordination through the deployment of civilian staff to function as civil military coordination officers.

The Committee was informed that 6,377 military personnel were deployed as at 12 September 2005, an additional 200 military personnel would be deployed by 29 September 2005, 40 staff officers would be deployed by 8 October 2005 and an additional 750 military personnel would be deployed by 11 October 2005.

Proposals of the roundtables were sent to all political factions of the Parliament, the Parliament's Constitutional, Social Affairs and Legal Affairs Committees, the Bureau of the Minister of Population Affairs, the Ministry of Justice, the Ministry of Social Affairs, a number local government councils and NGOs.

OIOS observed that mission staff did not always know where in the Department to seek advice on MICA.

The main military entity responsible for coordinating MICA is the civil military coordination and liaison function at force headquarters.

The transport of military weapons is conducted uniquely by customs officials, armed forces or internal security forces personnel, accompanied by a special escort.

The total number of staff involved, fully or partially, in procurement worldwide may be between 1,500 and 2,000 strong.

UNMIL formed police units and troops intervened to disperse the group.

Parties could simply agree not to apply the whole or a part of the draft convention to a particular contract.

UNOTIL human rights officers also cooperated with the Ministry of the Interior through the provision of training on human rights and the use of force to the national police, including the Rapid Intervention and Police Reserve Units.
