The substantive and advisory capacity will continue to be funded from the global programme and other resources.

The Advisory Committee understands that it would be a firm of consultants or firms, instead of individuals.

38. In the view of the Advisory Committee, the annual programme should be funded from general resources and trust fund resources.

The Office of the High Representative followed the work of the agency in order to exclude overt party patronage from the hiring process, meanwhile offering advice on human resources legislation and policy.

Hiring outside managers for alternative asset classes will also require the involvement of consulting companies, as is done by many plan sponsors in order to receive industry data and technical advice that are not publicly available.

With this background, Deloitte and Touche, the consulting company, reviewed the current practices as regards the Fund's investments and has recommended a fundamental change of the investment alignment. The recommendations include

The Advisory Committee was further informed that the Procurement Service was working with the General Legal Division of the Office of Legal Affairs and the Office of Human Resources Management to finalize the ethical guidelines as well as a declaration of ethical responsibilities , which specifically addresses the issue of confidentiality and conflict of interest.

The Advisory Committee has therefore concentrated its efforts on making recommendations aimed at the most efficient use of resources.

A High Level Advisory Panel on Finance and Policy, would be established to provide advice to the Managing Director on strategic resource mobilization issues.
