At the same time, however, the United Nations and associated personnel were expected to respect the laws of the host State.

Regional Programme Managers Coordinators usually deal directly with government, civil society and private sector contacts, often without keeping UNDP country offices informed or involved.

They favoured the proposal to establish three types of contract for Secretariat staff, but, before taking a decision, they wished to have a better understanding of how those contracts might relate to contractual arrangements in other common system organizations and to the work of the International Civil Service Commission (ICSC).

Consultancies, service agreements and other contractual arrangements that are not executed as staff contracts shall be excluded from this category.

In May 1998, the Registrar terminated both the consultancy and the monthly renewable contracts of the two staff members.

Use of 300 series and 100 series appointments

In the meantime, however, it was important not to overlook the immediate need to ensure the protection of United Nations and associated personnel.

The option that was selected by the Office of Human Resources Management in early 1995 was to convert locally employed civilians to the status of locally recruited United Nations General Service staff by instructing the United Kingdom to terminate all contracts for locally employed civilians with the United Kingdom Civilian Establishment and Pay Office.

Accordingly, the Secretary General seeks the agreement of the General Assembly to use the 100 series contract for staff members performing functions for which there is a continuing need and to continue to use the 300 series contract for the appointment of staff performing short term functions having a duration of less than one year.
