How to promote more effective coordination within the humanitarian system and among humanitarian, human rights, political, security and developmental actors?

The humanitarian situation in the camps for internally displaced persons has generally improved as a result of the dramatic increase in humanitarian assistance.

I would like to stress three elements related to humanitarian coordination first, the effort to improve humanitarian coordination through reform of the United Nations humanitarian system secondly, the need to meet the humanitarian needs of internally displaced people and thirdly, situations of transition.

Humanitarian actors have worked with peacekeepers, and independently of them, to negotiate access and defend humanitarian principles.

Issues such as humanitarian needs of displaced persons, which are not under the direct mandate of humanitarian agencies, should also be addressed.

It is clear that for humanitarian assistance to be most effective there must be cooperation and coordination among humanitarian actors.

In respect of the latter, in his capacity as Regional Humanitarian Adviser, extrabudgetary resources amounting to 581,000 were also made available in 1998 to the Special Representative for humanitarian activities undertaken on behalf of the Office for the Coordination of Humanitarian Affairs.

It is highly deplorable that humanitarian workers have become victims of deliberate violence.

In order to save unnecessary pain and suffering it is essential to protect humanitarian space and ensure that humanitarian actors have safe and unimpeded access to vulnerable populations.
