My delegation has long advocated the expansion of the permanent membership of the Security Council, and the accession of India to the status of permanent member.

By written notification to the Chairman of the Council, any producer member may authorize, under its own responsibility, any other producer member, and any consumer member may authorize, under its own responsibility, any other consumer member, to represent its interests and to cast its votes at any meeting of the Council.

We have argued for the expansion of the Security Council in both the permanent and non permanent categories in order to make it more representative and capable of addressing current and future challenges more effectively.

The Council will now proceed to draw lots to select two delegations, excluding Benin, which presides in February, to serve as tellers.

Consequently, supposing that a permanent member would represent its region would require that it first be entrusted with the express mandate to do so.

Reporting directly to the Special Representative are the Force Commander, at the Assistant Secretary General level, and the Director of Administration (D 2).

We understand that the task is formidable, that it will be costly.

Ms. Onubogu I would like to congratulate the delegation of Romania on its assumption of the presidency of the Security Council.

This means that employees must be able to choose their representatives, free from any interference by the employer or management.

Any Security Council reform package that seeks to exclude any of the elements of the principles of democracy, sovereign equality of States and equitable geographical representation would not be tenable.
