The enterprise sector and developments in diversification

For a number of years UNCTAD s Enterprise Development Branch has been coordinating its technical cooperation activities in enterprise development with ILO s Entrepreneurship and Management Development Branch and UNIDO s Small and Medium Enterprises Branch, as well as cooperating closely with the Department for Development Support and Management Services (now part of the Department of Economic and Social Affairs) in the joint implementation of the EMPRETEC Programme.

It can act as a catalyst in the transition to the formal sector for the development and growth of microenterprises into SMEs.

A new department in the Ministry of Trade and Industry was given this responsibility, but it has been transformed into a Small Business Development Institute to monitor small business development.

Against this background, private sector enterprise development is crucial.

It supports the development of the microenterprise and small scale business sector by providing working capital and capital investment loan products.

Regarding enterprise development, emphasis was placed on facilitating the exchange of experiences in the formulation and implementation of enterprise development strategies, including questions related to privatization and public sector private sector cooperation as well as ways and means of furthering the participation of developing countries apos enterprises in the global economy.

These support programmes are coordinated by the Economic Development Board through its Enterprise Development Division, upgraded from a Small Business Bureau as its activities expanded to keep up with the growth of local enterprises, both in size and in number.

58. The United Nations Industrial Development Organization (UNIDO) provides technical assistance in private sector development for industry, small and medium sized enterprises, human resources development and technology.

24. It was not only at the level of firms that there must be an enterprise development strategy.

A coherent programme is therefore needed, as part of an enterprise development strategy, to develop a critical mass of domestic enterprises in the middle range, including through the growing of enterprises from micro to small and from small to medium sized.
