Quality education for all

Emphasis on the right to and the quality of primary education

Education, especially through the pursuit of the six Education for All (EFA) goals and efforts to promote quality education.

These countries have moved on from providing excellence for just some to providing excellence for all, a very important lesson.

Schooling must always provide meaningful, quality education which enables the full development of the human person.

Good quality education provides a foundation for genuine dialogue among peoples.

Because higher education is given preference over primary schooling, less than 20 per cent of aid expenditures for education go to primary education.

In this context, the Director General encouraged Member States and stakeholders to take action to improve the status, place and role of physical education and sport in educational systems in achieving quality education.

Quality of educational services

Although considerable progress had been achieved in restructuring the public education system, equitable access to quality education still remained a challenge.

Their Recommendations on Education (see E C.19 2004 5 Add.11, Annex, p. 10) recommend that States parties ensure access for indigenous children to appropriate and high quality education .

Recommendation b) clearly indicates that bilingual education systems should be created by States working with indigenous communities, if the States are to ensure access for indigenous children to appropriate and high quality education. (emphasis added).

Second, the Government intended to expand quality pre primary education to 90 per cent of Ethiopian children and increase secondary education participation rates to 20 per cent.

In Ghana, for example, gender sensitive education plans are being developed in all districts, while the child friendly schools approach aims to create examples of quality education in 50 locations.

Some of these factors are inherent to the proper system such as the quality of education, availability of didactic material, quality of teachers and the education ministered, and the higher teacher to student ratio.

Programme to assess the quality of education

The Ontario public school system offers quality education to all Ontario residents without discrimination on a non denominational basis.

The Ministry of Public Education is encouraging the development of equitable, high quality bilingual intercultural education that meets the educational and basic learning needs of indigenous girls, boys and youths and fosters the construction of a society in which opportunities for individual and social growth are a common aim for all.

The major challenges in the field of education are to rehabilitate at least 25 per cent of the primary and secondary schools, to improve access to quality and basic education and to develop a comprehensive education programme that will effectively redress the lopsidedness in favour of illiteracy or poor education.

Overall, the country's education system has been feminized, and female teachers predominate in education organizations (80.6 ).

In the State of the Territory address, the Chief Minister reiterated the commitment of the Government to provide the young generation with the best education.

276. The national system for the assessment of the quality of education (SINEC) was established by the Federal Education Act as a key tool to enable the Ministry of Culture and Education to ensure quality and equality in the dissemination of knowledge throughout Argentina.

Education must also become our priority.

We also intend to attach high priority to education.

The Government spares no effort to improve the quality of education.

Seek to establish international goals for improving education access and quality, especially for girls and women.

For example, in South Africa the Education Quality Improvement Partnership, which was initiated by the National Business Initiative, works with education ministries, individual school administrators, parent teacher associations and non governmental organizations to improve the quality of education in government schools.

Nobody, and no country, can afford to be there, where performance is poor and there are large social disparities.

The National Policy of Education that establishes the vision of the sector and the main intentions and priorities for its development has as its main objective the expansion of access to the education to a larger number of children and to improve the quality of services provided at all levels of education.

People with higher levels of education earn more, have more control over their fertility, and have healthier and better educated children. Education gives people the skills to earn a living, to innovate, to invent, and to access culture all of which allows them to live more fulfilling lives.

The development of various initiatives aimed at equity and quality of education has helped improve primary school performance.

(a) Ensuring equality of opportunity and non discrimination, making primary education compulsory and available free to all children, enabling them to obtain a good quality education, making the provision of secondary education universal and available to all, taking into account measures to ensure equal opportunities to acquire education, thereby contributing to the attainment of equality of opportunity.
