(a) Preparation of an actuarial valuation to be performed in 2006, on the basis of data as at 31 December 2005, including production of the formal report and preparation of various papers for the Committee of Actuaries and United Nations Joint Staff Pension Board pertaining to the regular actuarial valuation work.

However, the Ceasefire Political Committee and the Assessment and Evaluation Commission still have to be set up.

The Advisory Committee had made pertinent comments which would guide the Committee's evaluation.

The Team has also helped the Committee to prepare its assessment of the implementation of measures, which the Committee will submit to the Council.

Having considered the results of the actuarial valuation of the United Nations Joint Staff Pension Fund as at 31 December 2003 and the observations thereon by the Consulting Actuary of the Fund, the Committee of Actuaries and the United Nations Joint Staff Pension Board,

In its decision on that case, after having assessed the value of the guarantees and finding no violation of the Convention, the Committee already dealt with the very issue raised by the present complaint.

The Assessment and Evaluation Commission, however, has yet to be created.

I would also add that the Commission has received a number of threats that were deemed, in the assessment of our security personnel, to be credible.

Higher output and prices led to gross oil revenues estimated at 213 billion in 2004, a 29 per cent increase from 2003, representing approximately 40 per cent of gross domestic product (GDP) in the ESCWA member countries and about 55 per cent of GDP in the Gulf Cooperation Council (GCC) countries.

Both areas are desirable candidates for preservation.

The Value of Being Undervalued

The Commission encourages the Government to further strengthen and improve CIAT, especially by reviewing the risk evaluation mechanisms it has adopted.

The Committee shall provide an annual performance evaluation of its work to the General Assembly.

Accordingly, with regard to such programme budget implications and revised estimates, the statement takes as its starting point the value of the relevant items currently before the Committee for decision.

To that effect, the Committee will look at how to strengthen the needs assessments.

It invites the State party to conduct studies with a view to effectively assessing and evaluating occurrences of racial discrimination.

Based on the results of the most recent actuarial valuation, the Committee of Actuaries and the Fund's Consulting Actuary were of the opinion that the present contribution rate of 23.70 per cent was sufficient to meet the benefit requirements under the Plan.

The ideals, values and principles of the Council of Europe are those enshrined in the Charter of the United Nations.

The findings of the ECA assessment could easily provide guidance to the coordination meetings organized by the other regional commissions.

Should the Commission move for such an approach, it would be advisable that the existing NIs already accredited by the ICC go through a process of reassessment.

The Council URGES the Commission to report on the efforts made by Member States and the Commission in the EU synthesis report for the 2005 MDGs stocktaking exercise.

The European Commission for the Efficiency of Justice (CEPEJ) undertook an assessment of the effectiveness of national judicial systems in their response to terrorism, whose conclusions contained support for the ongoing activities in the CoE and provided suggestions for additional activities.

We would like to express our gratitude for the commendable work of the Committee in scrutinizing the reports submitted by Member States.

The Committee recalls that it is normally for the courts of States parties, and not for the Committee, to evaluate facts and evidence in a particular case.

To that effect, the Committee will continue to prepare assessments of countries' assistance needs.

The Board noted that the latter estimate did not include the new design for the alternative building.

The Committee nonetheless urges ONUB to reassess its staffing levels in this respect.

In paragraph 36 of the report, UNITAR agreed with the Board's recommendation that it comply fully with standard 34 for accounting for contributions in kind by reporting the value of all contributions received and ensuring proper documentation of their valuation, and consult the United Nations Secretariat in regard to the valuation of conference services.

At the 48th Commission on the Status of Women, the Commission agreed that the review and appraisal of the Platform would be centered on implementation at the national level.

It recalls that the evaluation of facts and evidence is primarily a matter for the domestic courts of a State party, and in the absence of such evaluation in the present case the Committee's task is greatly impeded.

On 13 November 2001, the Aliens Appeals Board, whose view the Government had sought, shared the Migration Board's assessment of the merits and also considered that the Government should decide the matter.

Urgent action is now required to establish the Assessment and Evaluation Commission, whose mandate and composition are currently being reviewed by the Presidency.

The Commission could request the ICC to determine the best possible approach to reassessing all accredited institutions by the end of the third year, on the understanding that the NIs must be re evaluated prior to being given a stronger role in the work of the Commission.

The Committee notes that the author wishes the Committee to examine the facts and evidence in the case, and reiterates its jurisprudence that their evaluation falls within the competence of domestic courts, unless it is obvious that such evaluation is arbitrary or tantamount to a denial of justice.

The Committee was informed that these posts, which previously had been placed under the Division of Assessment and Early Warning, were for the Secretary of the Scientific Committee on the Effects of Atomic Radiation and support staff.

8. Reiterates that the Secretary General, in accordance with rule 154 of the rules of procedure of the General Assembly, shall keep all Committees, including the First Committee, informed of the detailed estimated cost of all resolutions and decisions that have been recommended by the Committees for approval by the Assembly

Invites the Chairperson of the fifty seventh session of the Sub Commission to report to the Commission at its sixty second session, including an assessment of how recent enhancements of the effectiveness of the Sub Commission and of its mechanisms have worked in practice
