312. The Water Supply Act is supplemented by executive orders governing water intake, water supplies, groundwater drilling, water quality, supervision of water supply facilities and expropriation for water supply facilities.

12. Maintenance and management of water supply infrastructure

45. The UNDP Infrastructure Rehabilitation Programme focuses on the urgent need for the rehabilitation of existing education and health facilities, public buildings and water and waste water networks.

This is true both for the public infrastructure (drains, depressions where water accumulates during the rainy season, broken drinking water supply pipes) and in the private homes (roof top, drinking water tanks, and water collections inside and around the house).

The combination of institutions and infrastructure (transport, communications, water supply, power) facilitates the working of market mechanisms.

The destruction of water and sanitation infrastructure had resulted in decreased average per capita availability of water, as well as contaminated drinking water.

The main objective of the recent strategy framework for water services is that all people have access to a functioning basic water supply facility by 2008 and a basic sanitation facility by 2010.

Infrastructure facility means any publicly or privately owned facility providing or distributing services for the benefit of the public, such as water, sewerage, energy, fuel, banking, communications, telecommunications and information networks.

Still others might need deeper reservoirs, more modern filtration plants, or improved water transport schemes. These can all potentially be designed to improve and expand water supplies for power generation, irrigation, and household and industrial use, while providing security against droughts and protection from floods.

Realization of the right to drinking water and sanitation

States should take account of the right to water and sanitation when formulating and implementing international agreements that have an impact on this right.

In order to ensure sustainability of the project, communities should be involved in choosing their water options and siting water points, contributing labour to installing water supply facilities, and establishing organizational and economic mechanisms for long term maintenance.

281. The Ministry of Health is actively concerned with the provision of safe water and sanitary excreta disposal facilities to the population.
