(12) As regards short term borrowings and long term borrowings, it is required to list the beginning balance and ending balance of credit loans, mortgage loans, hypothecation loans and guarantee loans, respectively.

Although the Hong Kong Monetary Authority tightened the lending of the bank to the mortgage borrowers, those who bought properties can also get a high percentage mortgage loan by means of the mortgage insurance, the mortgage loan provided by the developer and so on.

The bond channel doesn t work when bond yields are already low and the credit channel doesn t work when banks hoard liquidity and velocity collapses. Indeed, those who can borrow (high grade firms and prime households) don t want or need to, while those who need to highly leveraged firms and non prime households can t, owing to the credit crunch.

Such automatic borrower initiated filings, if made legal by Congress, could reduce the household debt overhang without the need for government subsidies. To the extent that the alternative is costly foreclosure proceedings that make borrowers and lenders worse off, this proposal should attract the support of both sides.

Currently, however, it is downright counter productive. Bank loans have started to increase, but small borrowers, new borrowers, and start up companies are regularly refused.

So far, cross borrowing for the regular budget has not been necessary in 2005, and if past patterns of payment hold, it will not be necessary for the balance of the year.

Even if the contributions expected are actually received, it is anticipated that cross borrowing will be needed for the Rwanda tribunal, and if there are any shortfalls, the borrowing requirement could be significantly larger.

Incentives for brokers and credit rating agencies have been even more perverse. In the United States, brokers were selling mortgages without checking whether the borrower had the means to repay.

Chen Delin said that currently together with the mortgage loan provided by the developer, the mortgage percentage of the borrower can reach 85 90 . If the property price fell by 10 , there would be negative assets (i.e. the market value of the property fell below the level of the total outstanding mortgage loan).

In the old days, when borrowers found it impossible to make their payments, mortgages would be restructured foreclosures were bad for both the borrower and the lender. Securitization made debt restructuring difficult, if not impossible.
