The problems of women's state of health are unequal access to health protection in rural and urban areas, low levels of education, lack of gynaecological health protection services counselling for adolescents, low levels of health promotion and absence of a multidisciplinary, integrative attitude to problems of the health of women.

Despite the improvements in the state of health of the Mexican population over six decades and three generations of health system reforms, it has not yet been possible to overcome the financial imbalances or unequal access to health care.

Various theories draw on this basic framework and each competing explanation suggests different strategies for reducing health inequalities. For example, the cultural behavioral approach explains health inequalities in terms of differences in individual behaviors, asserting that poorer people have worse health outcomes, owing to a higher propensity to smoke, drink alcohol, and eat less healthy foods.

Understanding and reducing these health inequalities remains a major public policy challenge worldwide. It is not only a moral issue health inequalities carry significant economic costs.

Women's health promotion could be a practical approach to achieve greater gender equity.

The Ministry of Health has a health promotion area, in which health education, health communication and social participation units conduct seminars, courses, symposiums and workshops in order to educate, guide, train and inform Panamanian women and families.
