This is one of the central crises of Africa today, and one that is due in large measure to the problem of Africa s public sector debt.

2.2 Contractual public debt

For fiscal policy, the crisis showed the value of maintaining low public debt and deficits during good times countries with healthier public finances have more space to cushion the economic impact of crises. But the Great Recession has caused public debt and deficits in many advanced economies to soar.

The international community has, so far, failed to develop effective and equitable arrangements for restructuring sovereign debt, despite the clearly dysfunctional and problematic consequences of past international public debt crises. Another major risk of interest rate liberalization in China stems from rising public debt, particularly local government debt, which has grown significantly in the wake of the global financial crisis. A key parameter for determining the long run sustainability of public debt is the gap between interest rates and the nominal GDP growth rate.

It has been two decades since the last global debt crisis.

Initially a financial crisis, it morphed into a classic public debt crisis after governments stepped in to guarantee banks obligations. That, in turn, has created a new set of worries for banks that are over exposed to supposedly secure government debt.

A number of delegations, referring to past experiences, urged that the global partnership for development should include an internationally agreed mechanism to help prevent financial crises and achieve more equitable burden sharing in crisis situations between creditors and debtors and between the public and private sectors.

54. The Korean approach to solving the short term debt crisis followed the approach taken during the 1980s crisis.

As of 31 December 1993, the interest owed on the external public debt totalled some B 1,518 million. Adding this to the principal outstanding on the contractual public debt gives a total public sector debt of B 7,228.9 million at the end of 1993.

Most economists failed to foresee the economic dynamics that actually led to the crisis, because they failed to pay enough attention to the rapid increase in US total debt. Instead, they focused exclusively on US foreign debt, ignoring household debt (mortgage and consumer debt), public debt, business debt, and financial debt.

The second broad point of convergence was the need for an improved mechanism to achieve cooperative debt workouts from crises.
