But there is a more fundamental point From an economic viewpoint, currency manipulation or unfair undervaluation are exceedingly hard to pin down conceptually. The renminbi's slight depreciation against the dollar in 2014 is not evidence of it many other currencies, most notably the yen and the euro, depreciated by far more last year.

According to the International Monetary Fund (IMF), the average annual growth rate for the continent is 4 5 per cent, and per capita incomes are on the rise.

We need reform of the international monetary and financial institutions, as well as to set right other systemic imbalances, to ensure equitable development.

The issue is not merely one of fairness. According to the Belgian economist Robert Triffin, an international monetary system based on a national currency is inherently unstable, owing to the resulting tensions among the inevitably divergent interests of the issuing country and the international system as a whole.
