Review of outstanding items

Implementation of the five remaining projects is in progress.

The remainder are newly conceived project proposals.

There were some items of unbudgeted expenditure, but savings in others to offset them.

Nineteen of the projects focus exclusively on microfinance, while the rest contain other intervention components.

The remaining items should not require extended or weekend meetings.

UNOPS currently employs some 300 staff on its administrative budget and over 4 500 personnel on project budgets.

Some parts were salvaged from these vehicles for use as spare parts for the remaining fleet, resulting in savings under that line item.

For each of the other four country projects, however, there was no consideration of national execution as the preferred option and there was no assessment of the Government s capacities or willingness to manage the project concerned.

Sierra Leone

The remaining 41 projects were country specific of these, 28 were implemented in assistance to seven African countries in southern, central and eastern Africa, seven in assistance to five Asian countries, and six in assistance to countries of Latin America and the Caribbean.

49. The United Nations Office for Project Services should assess the levels of annual surpluses and accumulated unspent resources to determine levels which are reasonable and consistent within its business objectives.

The United Nations Office for Project Services (UNOPS) projects that it will complete 2004 with a year end fund balance of 9.21 million, including 6 million held in the operating reserve.

UNITAR achieved this improvement through donor contribution and, with the agreement of donors, amalgamating three of the projects with similar ones that were in surplus.

The Office for the Coordination of Humanitarian Affairs continues to identify and investigate inactive project balances with a view to transferring them to active projects.

Target dates have been set for the remaining 32, all but 5 of which will be implemented during the biennium 2006 2007.

Of the eight Millennium Development Goals, four (Goals 1, 4, 5, and 6) are directly related to child and maternal health and nutrition, and the remaining four (Goals 2, 3, 7, and 8) are strongly linked to these areas.

The United Nations contribution was 35 per cent of the estimated cost of 1 million, and the balance was mobilized by the community and the local administration.
