Israel was now seizing East Jerusalem by constructing a wall around Greater Jerusalem to enclose settlements and Palestinian parts of East Jerusalem.

The issue of settlements must not be left unresolved, including in and around Jerusalem, as well as the construction of the Separation Wall, which has already been pronounced illegal by the International Court of Justice.

However, we regret the decision to proceed with the construction of the separation wall in and around East Jerusalem.

As a result, some 60,000 Palestinians living in the outer suburbs of Jerusalem, on the West Bank side of the Wall, would be denied access to schools, hospitals and employment, and entire families would be divided.

We observe with concern the division of the territory of the West Bank as a result of the construction of the barrier, continued settlement expansion and the increasing isolation of East Jerusalem from the rest of the West Bank.

Israel must comply with its legal obligations and immediately cease construction of the wall, dismantle the parts of it situated in the Occupied Palestinian Territory, including East Jerusalem, and make reparations for all damage caused by its construction.

My delegation is therefore alarmed at news of increasing settlement activities in the West Bank and, even worse, Israel's revision of the route of the wall and the acceleration of its construction around Jerusalem.

The first step must be to halt the settlement activities, the construction of the wall, and the Israeli measures in East Jerusalem.

Barrier activity also intensified in the Jerusalem area, where a large number of confiscation orders have recently been served to landowners.

The Barrier's final route has created a zone between the 1949 United Nations Armistice line and the Barrier itself, which covers an estimated 578 sq. km, representing around 10 per cent of the West Bank, including Jerusalem.

Israel was exploiting the situation to build a Separation Wall, to consolidate and expand settlements in the West Bank, isolating East Jerusalem from the rest of the occupied territories, and thereby violating international law.

The plan would divide the northern and southern parts of the West Bank, separate Jerusalem and its surrounding towns and villages from the Ramallah area, further alter the demographic composition of Jerusalem and its environs and destroy the fabric of the lives of tens of thousands of Palestinians living on either side of the wall and the checkpoint.

Accordingly, 57,726 hectares, or 10.1 per cent of the West Bank land, including East Jerusalem, will lie between the barrier and the Green Line.37

Excluding the population of occupied East Jerusalem, the barrier is expected directly to affect 49,400 Palestinians living in 38 villages and towns.

The wall impeded freedom of movement in the Palestinian territory, swallowed up large areas of the territory and separated East Jerusalem from the West Bank.

It is unquestionable that the current measures being enacted are inherently connected to Israel's construction of the Wall in the East Jerusalem area.

Israel's unlawful construction of the wall in the occupied Palestinian territory, including East Jerusalem, had caused additional hardship, further isolating and impoverishing hundreds of refugee families.

Last month, the Israeli Government had made public its intention to construct some 3,500 homes in the area between East Jerusalem and the Ma'ale Adumim settlement, effectively cutting off East Jerusalem from the rest of the West Bank.
