Statement III summarizes the Organization apos s net cash flows for the period.

13. Resource flows are analysed in this section under two main concepts aggregate net resource flows and net resource transfers.6

(i) The results of the Organization's operations presented in statements I, II and III are shown at a summary level by general type of activity as well as on a combined basis after the elimination of all inter fund balances and instances of double counting of income and expenditure.

Northbound Trading Link (NTL), which has seen continuous net inflow of foreign capital, recorded a net capital inflow of RMB 8.7 billion in July, higher than the previous month.

The problem in the current episode is that in several countries, there was a sudden and very large shift of external flows from a net inward transfer to a net outward transfer.

In 1995, net transfers amounted to 13 billion, thanks mainly to increased inflows of official development finance.

Despite this concern, the net flow of resources to Africa has been declining.

The increase in net financial outflows from that group of countries and the fact that the multilateral financial institutions had become net financial transfer recipients were a cause of grave concern.

This represents a slight decrease in liquidity, primarily due to higher cash outflows on deliveries and the increase in the operational reserve level.

The effect of the current reporting was that cash flows from operating activities was understated by 48.2 million while cash flows from investing and financing activities overstated by the same amount.

Cash outflows from operating activities were offset by cash inflows from investing activities, amounting to 6,978,310 in 1996 1997 compared with 9,446,089 in 1994 1995.

The massive change in the net transfer of financial resources in 1997 mainly took the form of an unprecedented swing of short term borrowing and net domestic outflows in Asia (see table 6).6 While other forms of private transfer did not exhibit large movements, net short term transfers went from an inflow of 10 billion in 1996 to an estimated outflow of 92 billion in 1997, a swing of more than 100 billion.

Not only have net resources flows to Africa declined, but Africa s share in total flows to developing countries has also fallen, from 15.5 per cent in 1992 to 7.4 per cent in 1996.

Net cash from investing and financing

Article 46 The Company shall analyze the cash flow of the current year, including the cash flow from operating activities, investment activities and fund raising activities and the major influencing factors.

The Global Development Finance publication Global Development Finance, 1997. World Bank. of the World Bank shows that for the period 1990 1996 all regions experienced an increase in net flows, however, there are substantial differences among regions and countries.

9. Net cash outflows from operating activities were 10,360,710 in 1996 1997, compared with 29,908,428 in 1994 1995.

The developing countries remained net recipients of financial transfers for six years, with several countries, particularly in East Asia and Latin America, benefiting from a strong inflow.

As a consequence, the normal surge of cash inflows traditionally expected at the beginning of each year has not materialized for 1998.

20. Net resource flows and net transfers to SSA, though fluctuating, have been generally positive since the 1970s.

However, in part this reflects reserve accumulation decisions by Governments, which withdrew over 53 billion on a net basis from net financial inflows and added them to official reserves.

Net financial flows to countries with economies in transition turned negative in 2004.

All appropriate institutions should make every effort to ensure an adequate net flow of financial resources to developing countries.
