The upcoming Montreal Climate Conference must take serious decisions on future actions to halt climate change, in which the largest historical producers of greenhouse gases must immediately reduce greenhouse gas emissions.

These actions need not have as a primary objective the limitation of greenhouse gas emissions.

It has also followed, as far as possible, the Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories (1994) in preparing its national inventory of greenhouse gases (GHGs) not controlled by the Montreal Protocol on Substances that Deplete the Ozone Layer.

Other greenhouse gases (GHG) are not subject to a specific target.

A country with a higher elasticity of greenhouse gas emissions would therefore share a lower burden in greenhouse gas emission limitation.

7 National GHG inventories are referred to simply as inventories in these guidelines for the sake of brevity.

Parties shall cooperate in the establishment of a long term goal with respect to atmospheric concentrations of greenhouse gases.

Monitoring of greenhouse gases in the atmosphere

To this end, it must draw up a National Plan for limiting and reducing anthropogenic emissions by sources and enhancing removal by sinks and reservoirs of greenhouse gases.

(a) Development of best practice guidelines for greenhouse gas emission reductions

Almost all economic activities affect emissions and some affect the removals of greenhouse gases.

The revised guidelines request information on policies and practices which encourage activities that lead to greater levels of GHG emissions not controlled by the Montreal Protocol than would otherwise occur.

Recognizing the necessity of urgently limiting their anthropogenic emissions of greenhouse gases and of protecting and enhancing their greenhouse gas sinks and reservoirs in order to mitigate the adverse effects of climate change,

Action is needed in order to reduce greenhouse gas emissions.

(i) Monitoring of GHGs in the atmosphere

The Measurement of Greenhouse Gases

III. POLICIES AND MEASURES TO LIMIT ANTHROPOGENIC EMISSIONS AND PROTECT AND ENHANCE SINKS AND

New Zealand also welcomes the Secretary General's focus on the need for enhanced action to reduce greenhouse gas emissions and mitigate climate change, including through commitments by all major greenhouse gas emitters.

(e) Protection and enhancement of sinks and reservoirs of greenhouse gases not controlled by the Montreal Protocol.
