23.30 The Deputy High Commissioner assists the High Commissioner in the overall direction and management of the Office.

(a) Assignment of executive management responsibilities to the post of Deputy High Commissioner, based on the OIOS recommendations that this post should be more fully utilized.

The Under Secretary General held separate policy and coordination meetings with the High Commissioner for Human Rights in October 2004 and with the Deputy High Commissioner in December 2004.

It has a direct reporting line to the Senior Deputy Executive Director (Operations).

1st meeting The sixth Meeting of the States parties was opened by the Deputy High Commissioner for Human Rights, on behalf of the High Commissioner for Human Rights.

The High Commissioner and Deputy High Commissioner also frequently need to participate personally in a number of high level meetings in New York, at times with substantive staff from Geneva.

4. Notes with concern the continuing lack of representation of women at higher levels of decision making, especially at the Under Secretary General level

Two high level meetings were held, in Rome and Geneva, between the Assistant High Commissioner and the WFP Senior Deputy Executive Director and senior staff of the two organizations.

At that point he was appointed Deputy Senior Public Prosecutor in Ljubljana.

The Deputy High Commissioner also indicated how the restructuring of the Office of the High Commissioner would affect the servicing of the Committee (see CERD C SR.1245).

6. On behalf of the United Nations High Commissioner for Human Rights, the Deputy High Commissioner for Human Rights declared the meeting open and addressed the chairpersons of the human rights treaty bodies on 14 September 1998.

The functions of the plenary Court also include electing the President and Vice President of the Supreme Court every two years and selecting judges of the Superior courts.

Specifically (a) the High Commissioner or her Deputy should organize regular meetings with the Governments concerned in order to promote follow up to specific recommendations (b) recommendations by special procedures should be raised by the High Commissioner or her Deputy in the course of official country visits and (c) OHCHR could organize workshops to follow up on recommendations by special procedures and identify obstacles thereto.

III. DEPUTY HIGH COMMISSIONER apos S STATEMENT

(d) Consolidation of policy, planning, monitoring and evaluation functions within a single unit reporting directly to the Deputy High Commissioner.

Accordingly, the High Commissioner has decided to place under the direct supervision of the Deputy High Commissioner all Office wide support functions falling under the budget components of executive direction and management and programme support.

The High Commissioner established a temporary Planning Group under the direction of the Deputy High Commissioner to turn the conceptual framework for change developed by the CMG into an Action Plan.

The Office of the High Commissioner would also be streamlined and less top heavy, with the outward redeployment of the Assistant Secretary General, one P 4 and two General Service staff to the new Office of the Deputy High Commissioner

Many delegations also noted with appreciation the presence and statement of the Deputy High Commissioner for Human Rights, which expressed support for enhancing on going cooperation between UNHCR and the Office of the High Commissioner for Human Rights.

In this regard, the Commission welcomes the Agreement for Technical Cooperation signed by the Office of the Vice President and the office in Colombia of the High Commissioner.

He or she will be assisted by an augmented staff at UNPOS, including a senior deputy.

The Deputy Secretary General of OECD took part in the High Level Segment on Investment of the 1996 Trade and Development Board.
