The regional office for Latin America of the United Nations Environment Programme (UNEP) discussed various UNEP instruments that refer to indigenous peoples, such as chapter 26 of Agenda 21, which calls for strengthening the involvement of indigenous peoples in environmental matters.

The New York office also serves as the UNEP focal point with the Department of Public Information, works closely with the Office of the Spokesman for the Secretary General and organizes environment related special events and exhibits at United Nations Headquarters and in New York.

Paragraph 6 of the GEF Instrument provides that the GEF shall function under the guidance, and be accountable to, the Conferences of the Parties which shall decide on policies, program priorities and eligibility criteria for the purposes of the conventions. The GEF Office of Monitoring and Evaluation (M E Office) is an independent office that reports directly to the GEF Council.

Notably, memorandums of understandings were signed with the Secretariat of the Convention on the Transboundary Effects of Industrial Accidents, with the Veracruz State Council for Environmental Protection, with the Central American Commission for Environment and Development and with the UNEP Regional Office for Europe together with the University of Geneva.

The Assembly, in recognition of the role played by UNEP in the development of many of these conventions, also recommended that the role of UNEP in the further development of international environmental law should be strengthened, including the development of coherent interlinkages among relevant environmental conventions in cooperation with their respective conferences of the parties or governing bodies.

Efforts have been made by the regional offices, regional seas programmes (including the Nairobi Convention, the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region, SPREP and other existing institutional arrangements of UNEP, together with the Global Environment Facility (GEF) and the United Nations Foundation, to raise funds to implement the environmental agenda of small island developing States.
