35. UNDCP and CARICOM have strengthened their relationship to ensure regional coordination and cooperation in drug control.

76. OAU and the United Nations Drug Control Programme (UNDCP) have continued to strengthen their cooperation in drug control matters.

Apart from this ongoing dialogue, CARICOM has participated in the task force meetings on drug control organized by the UNDCP Caribbean Drug Control Coordination Mechanism and held in Bridgetown, Barbados, 20 24 October 1997.

2. During the biennium 1996 1997, the Programme consolidated its catalytic role in the field of international drug control.

National drug control planning and coordination institutions will be established or strengthened, national drug control plans adopted, and drug control concerns included in national development plans.

11. Mr. Wilmot (Ghana) said that he supported the establishment of the Office for Drug Control and Crime Prevention to coordinate the work of the United Nations International Drug Control Programme (UNDCP) and the Centre for International Crime Prevention (A 52 295, para. 114).

41. The United Nations International Drug Control Programme (UNDCP) focuses on a multisectoral approach to coordinate and integrate drug control policies into the broader developmental policies of the West Bank and Gaza Strip.

Ghana also noted with appreciation the preparation of a technical cooperation project by UNDCP to strengthen the capacity of the OAU secretariat to implement its plan of action for drug control.

It is further anticipated that drug control agencies will be better equipped, more effective and coordinated, and that cooperation at the subregional level between key drug control institutions will have improved.

In Afghanistan, legal assistance activities are aimed at supporting Afghan authorities in implementing the new drug control law and strengthening the drug control machinery.

(b) Remaining non parties ratify or accede to all the drug control conventions

The CARICOM was also represented at the Second Regional Meeting on Drug Control Coordination and Cooperation in the Caribbean, organized by UNDCP, and held in Santo Domingo, Dominican Republic, 8 9 December 1997.

In addition, they continued to participate actively in meetings organized by the Inter American Drug Abuse Control Commission (CICAD) of the Organization of American States and by the Caribbean Financial Action Task Force.

Concerning control of substances, the Assembly encouraged States to establish or strengthen mechanisms and procedures to ensure strict control of substances listed in the international drug control treaties and used to manufacture illicit drugs of natural and synthetic origin.

One of the principal responsibilities of the Programme is to coordinate and carry out technical cooperation projects to reduce the supply of, demand for and use of illicit drugs, and to strengthen national capacities for drug control and law enforcement.

In the field of coordination of external drug control assistance, UNDCP developed the Caribbean Coordination Mechanism (CCM), which is intended to monitor the implementation of the Barbados Plan of Action.
