Europe s Test in North Africa

Changes in the European Union (EU), NATO and the Council of Europe reflect a Europe in transition, partly as a result of the enlargement of the European Union and NATO but also because of the need to cope with new threats to security.

That's what Europe and North America represented.

How Europe Can Rescue Europe

But few official pronouncements, let alone policies, are addressing Europe s deficit of trust and credibility. And we know that most of it is currently owned by people we might call Westerners Europeans, North Americans, Australasians.

But other countries in Europe, notably the Nordic countries, are showing that it's possible to have a kick ass economy without being a workaholic.

But if Europe does not adopt some combination of the first three options as policy goals over the next five years, it will face a stark choice either lost decades for southern Europe (and perhaps northern Europe as well), or continued north south payment imbalances that will have to be financed through fiscal transfers that is, by taxing the north.

Indeed, when today s Europeans peer into the future, they see only prolonged recession and austerity. Europe means nothing but sacrifice northern Europeans paying for southern Europe s woes through large transfers, or southern Europeans repaying onerous and maybe impossible levels of debt.

This is the case of the Council of Europe, the European Union, OSCE and the African Union.

The rejection of the EU seems more fundamental in parts of northern Europe, where the elderly tend to vote for right wing populist parties. Especially in the United Kingdom and France, unemployment and a perceived lack of control over borders have played a large role in fostering disaffection with the EU.
