If the increase in the attendance of the state museums has been ensured by several outstanding exhibitions, the decisive factor at municipal museums is the increase in the number of museums.

The possibility of the operation of a decentralised museum system is ensured by the National Board of Museums by supervising and coordinating all museums.

The Law On Museums prescribes the system of museums in Latvia and sources of its funding.

Therefore, in 1994 the Ministry drafted a new act concerning museums which solves all the problems concerning the old legal regulations and introduces, amongst other things, new (in the legal sense) provisions concerning the definition of a museum, the supervisory bodies, the Museum Register, the museum director.
