Introduction Mandate The UNFCCC secretariat administers the Trust Fund for Participation in the UNFCCC Process, which enables representatives of developing country Parties and Parties with economies in transition to take part in sessions of the Conference of the Parties (COP) and its subsidiary bodies.

Participation in the Conference of the High Contracting Parties shall be determined by their agreed Rules of Procedure.

(b) The participation of representatives of eligible Parties in intersessional meetings of the Bureaux of the Conference of the Parties or of its subsidiary bodies and the participation of Bureau members in consultations or official meetings related to the Convention process.

4. Encourages the persons chairing the human rights treaty bodies to continue to invite representatives of States parties to participate in a dialogue within the framework of their meetings, and welcomes broad participation by States parties in the dialogue

In both years, the fellows, while in Geneva, also had the opportunity to attend meetings of the Ad Hoc Group of the States Parties to the Biological Weapons Convention, in addition to the activities described above.

All of those Parties were eligible to participate in decision making at the session.

Approximately 140 Japanese and foreign students participated.

Immediately prior to the session, on 14 February 2005, two pre sessional meetings were held first, a morning meeting attended by Parties, signatories to the Basel Convention and non governmental organizations and, second, an afternoon meeting attended by the members of the Joint Working Group who were also Parties to the Basel Convention, at which the Basel Convention Secretariat was also represented.

Additionally, some 550 Japanese participants and observers also attended the training programmes and monthly round tables.

Trust Fund for Participation in the UNFCCC Process

A country which is a party to every treaty and every convention in the area of disarmament.

The Conference was the largest gathering ever of the disaster community, totalling 4,000 participants in the plenary activities and the thematic sessions and around 40,000 people in the public segment.

Following the practice of the UNFCCC, the secretariat will invite those intergovernmental and non governmental organizations admitted to COP 1 and COP 2 to attend COP 3.
