E. Working with partners

In January 2004, the Executive Office of the Secretary General tasked the United Nations Fund for International Partnerships (UNFIP) with responsibilities in this area.

The Alliance helps interested partners with defense reform. And many of our partners bring valuable capabilities and expertise to our operations.

The Collaborative Partnership on Forests Framework 2005 (E CN.18 2005 INF 1) provides detailed information on actions taken by members of the Partnership in support of the implementation of the plan of action.

Projects are designed and implemented as partnerships with the concerned government, and are supported by donors who may also at times take an operational partnership role in the projects.

United Nations country theme groups are working with other partners to put the principles into effect.

Joint programmes would enhance efficiency, technical cooperation delivery and benefits for the partner countries.

Such collaboration could manifest itself in the development of guidelines relating to the governance of public private partnerships, new approaches to implementing partnerships in rural and remote areas and the dissemination of information.

UNCDF has implemented microfinance projects through a variety of partners, ranging from state owned financial institutions to credit unions and non governmental organizations.

In the context of the harmonized approach to cash transfers to implementing partners, and in collaboration with the other United Nations Development Group Executive Committee agencies, UNICEF will assess the financial and administrative capacity of its implementing partners and, based on the assessment, select the appropriate cash transfer modality by partner.

The role of UNHCR's partnership with NGOs was also largely supported, but one delegation cited the need to work more closely with implementing partners.

It will implement mine action programmes, as appropriate, in collaboration with concerned partners (Mine Action Service, UNDP and others).

The new approach will categorize implementing partners by type, and will focus on those where risk and exposure are highest.

The training programme for implementing partner staff is ongoing and is an integral part of UNHCR efforts to improve the performance of implementing partners.

UNHCR is now taking steps to screen potential implementing partners in light of their ability to produce timely financial reports.

As part of the ongoing effort to improve implementing partner accounting, delivery and performance, UNHCR is focusing on prequalification and previous performance in the selection of implementing partners.
