32. The National Cooperative Council of Hungary reported that after the transformation of the cooperative system, owing to the so called Unified Cooperative Law of 1992, there were some acts restricting the autonomy of cooperatives, primarily the agricultural ones, and in particular, their right to dispose of their properties.

Cooperatives are registered and viewed as business organizations that ascribe to and uphold the ideals of cooperative principles.

The Special Committee welcomes the continued efforts of the European Union to cooperate with the United Nations in crisis management situations, as specified in the 2003 Joint Declaration on United Nations European Union Cooperation in Crisis Management.

As Members of the United Nations, the administering Powers, which were also permanent members of the Security Council, had an obligation to work with the Committee in order to reach a resolution of the issue.

Such collaboration would not only be consistent with the prerogatives that the Charter accords to each organ it would also enable a greater number of Member States to contribute, leading to a more rational and effective handling of the issue.

62. In the spirit of international cooperation, her delegation had made reasonable proposals on certain provisions, in the hope that the relationship between national judicial sovereignty and international cooperation could be handled properly.
