This effort began with the Department of Peacekeeping Operations, the Department for Disarmament Affairs, the United Nations Development Programme, the Office of the United Nations High Commissioner for Refugees, the United Nations Children's Fund (UNICEF), the United Nations Development Fund for Women and the United Nations Population Fund.

The activities were conducted in collaboration with the regional commissions, the United Nations Population Fund (UNFPA), the United Nations Children's Fund (UNICEF), the United Nations Human Settlements Programme (UN HABITAT) and the United Nations Environment Programme (UNEP).
