A registered partnership can be converted into a marriage and vice versa. To promote the emancipation of same sex couples, a bill was put before parliament aimed at extending civil marriage to individuals of the same sex.

I am especially honoured to speak in today's debate on the New Partnership for Africa's Development (NEPAD) on behalf of the States members of the Caribbean Community (CARICOM).

For this partnership to be fruitful, it is necessary to reflect on the terms of the partnership with the most disadvantaged and to consult with the NGOs working with the poorest.

It is for this reason that my Government welcomed the establishment of the African Peer Review Mechanism under the New Partnership for Africa's Development (NEPAD) of the African Union.

Local and regional partnerships with civil society are vital.

International support is predicated on partnership with Africa.

Those are important tenets to which both SADC and NEPAD fully subscribe.

While acknowledging the support so far expressed or provided for the New Partnership, we urge the United Nations system and the international community, in particular donor countries, to assist with the implementation of the New Partnership.
