Over the last year, UNIDIR had 29 staff members, 2 of which were directing staff, 3 support staff (administrative and technical), 5 core substantive programme staff, 12 project research staff and 7 visiting research fellows.

The Commission would also address The issue of measures for improving the effectiveness of the methods of work of the Disarmament Commission .

It would therefore be extremely difficult to consider staff reductions without simultaneously considering gratis personnel.

The Conference on Disarmament is not a local pub or bar it should not duplicate the discussions in the First Committee, it should not overlap with the Disarmament Commission.

18. To provide for the independence of the arbitrators, the Secretary General proposes that they will be quot officials quot of the United Nations and not staff members.

The stalemate we are witnessing in the Conference on Disarmament and the Disarmament Commission is a clear reflection of the situation in the world of disarmament.

34. Upon completion of the review of staff resources in the Mission, it was recommended that a total of 86 local staff level posts be abolished, representing a decrease of 28 per cent on the current authorized level of local staff posts provided to the Mission.

The ad hoc committee will report to the Conference on Disarmament on the progress of its work before the conclusion of the 1997 session.

In the first part of 1997, in the framework of a sub working group on non governmental organizations of the high level working group of the General Assembly on the strengthening of the United Nations, the president of the Non Governmental Organizations Committee on Disarmament informally presented ideas on increasing access to the Main Committees, including the First Committee, and increasing participation in the work of the Disarmament Commission and in the Conference on Disarmament.
