The Uniting for Consensus proposal is flexible in leaving it to the regions to determine the duration of each regional mandate.

Thirdly, we have the proposal circulated on 8 July by the countries making up the Uniting for Consensus group.

We have thus seen emerge, step by step, the right of peoples to self determination, the protection of sovereignty and development mechanisms that reflect a more effective sense of solidarity.

This is why politics is so tribal.

We are witnessing the birth of a global sensibility, of an ethical sense of fair play, decency and solidarity that transcends national borders, languages and even religions.

Perhaps the single greatest virtue of the Uniting for Consensus proposal is its inherent flexibility.

By law, any asset suspected of and identified as belonging to a terrorist group may be frozen.

We have been briefed about the Uniting for Consensus draft resolution, and we have been informed of the African Group's decision, as well as a few variations of the same.

The Uniting for Consensus group welcomes the fact that the African Union at its summit decided to seek negotiations and reciprocal support from other groups.

And so a new awareness will have to arise, of how we deal with these, how we mobilize ourselves, in a new way, and come together as a community to manage systemic risk.

The Uniting for Consensus countries have developed a proposal that reflects those principles one that would prevent the United Nations from moving towards antagonism and divisiveness.

A society s sense of solidarity can be sustained only if all of its different spiritual groups recreate their sense of dedication to it if Christians see it as central to their Christianity, if Muslims see it as central to their Islam, and if the various kinds of lay philosophies see it as central to their philosophies.

It must be noted that the representation of smaller States would be significantly enhanced under the Consensus proposal, rather than the group of four proposal.

The group of four, the Uniting for Consensus group, the African Union and the United States all put forward their own draft resolutions or ideas, and we cannot exclude the possible emergence of other new formulas later on.

In that context, we believe that the proposal of the Uniting for Consensus group avoids those dangers and promotes a flexible, regionally fair and responsible approach.

You have, in effect, lost consciousness when you have damage to that red section of the brain stem.

So what we really need to do is regain the idea that it's our government safeguarding our interests and regain a sense of unity and common cause in our country that really has been lost.
