The lower requirements resulted primarily from reduced flying hours of the helicopter as well as the fixed wing aircraft, which contract was terminated in May 2005.

The air assets fleet consists of 1 fixed wing and 13 rotary wing aircraft for the period 1 July to 31 December 2005 and of 1 fixed wing and 2 rotary wing aircraft for the period 1 January to 30 June 2006, compared to 1 fixed wing and 28 rotary wing aircraft for the full 12 month period in 2004 05.

Annex V to the present report presents the planned and actual hours flown by fixed wing aircraft during the period.

(b) Fixed wing operations The estimate is based on 3,000 per month for the AN 26 ( 36,000).

The value of a fixed wing aircraft provided by the Government of Belgium has been estimated at 297,500.

The unspent balance was due mainly to the delayed deployment of fixed wing aircraft and helicopters.

The estimates for air transportation included operating costs, liability insurance and fuel for a fleet of 12 fixed wing and 11 rotary wing aircraft for the first period and, under the revised deployment schedule, of 18 fixed wing and 37 rotary wing aircraft for the second.

This post is required because of the deployment of two helicopters and one fixed wing aircraft.

Provision was made for ground handling charges for one fixed wing aircraft at a rate of 3,700 per aircraft per month.

The Mission will also replace the Bell 212 civilian helicopter with a fixed wing aircraft (Casa 235 or Dash 7) for logistical flights and aero medical evacuations.

Provision is made for positioning depositioning costs of a fixed wing aircraft should the current aircraft be replaced upon the expiration of the lease ( 8,000).

Additional requirements are largely attributable to the planned deployment of 26 additional aircraft (6 fixed wing and 20 helicopters), combined with a 16.5 per cent increase in the cost of fuel.

(g) Delayed deployment of air assets with the actual deployment of two aircraft (1 helicopter and one fixed wing aircraft) instead of the six aircraft anticipated.

A fixed wing aircraft, AN 26, is to be used as a utility aircraft for shuttle operations and transportation of cargo under the central support provided to all the operations in the Former Yugoslavia.
